As properties are purchases and remodeled, there seems to be a trend towards scraping <br />the lot to allow for a larger house that maximizes the development standards. Resulting in <br />a threat to the architectural integrity of the area. <br />. The Preservation Commission has responded with proposing incentives that would <br />provide property owners more square footage and FAR in exchange for the retention of <br />the street-facing fa<;ade of the homes. <br />. Old Town Overlay District - recommended change is related to Section 17.12.050. Yard <br />and bulk requirements. The minimum roof pitch for the predominant roofs on both <br />principal and accessory structures shall be 6: 12. A "predominant roof' is one having a <br />surface area that exceeds more than 80 percent (80%) of the total surface area of all roofs <br />on the structure, as calculated by the Planning Department. <br />. Chapter 17.12 of the Louisville Municipal Code is amended by the addition of a new <br />Section 17.12.055 Preservation zoning incentives; Old Town overlay district. <br />. The intent of the new section is to provide incentives for homeowners to retain the <br />existing historical structure so that the integrity of the Old Town District is left intact. <br />. The residential project for which a bonus is requested must meet a specific set of <br />requirements. The regulations are standard regulations established in historic districts. <br />Wood stated staff recommends approval of Resolution No. 12, Series 2007 without condition. <br /> <br />Questions of Staff: <br />Hartman inquired about the relationship of the roof slope to wind and hail damage. <br /> <br />Wood explained the roofing material and not the slope is standard for code based on wind speed <br />and snow load. <br /> <br />Dalton discussed the wording regarding gable and pitch roof and the need for clarification of <br />those terms. <br /> <br />Deborski inquired about permitted building height. <br /> <br />Wood stated the primary structure is 27' and an accessory structure is 20'. <br /> <br />Applicant Presentation: <br />Greg McMenamin, representing the Historic Preservation Commission, reviewed the purpose for <br />the incentives. <br /> <br />Loo asked if the residents had been notified of this code change. <br /> <br />McMenamin stated that 600 public notices had been mailed to the property owners. <br /> <br />Deborski asked if it was truly possible to build a Victorian Style home within the 27' height <br />limit. <br /> <br />McMenamin stated it was possible. <br /> <br />Dalton inquired about the house sample pictures. <br /> <br />Meredyth Muth, Facilities Coordinator and staff liaison to the Historic Preservation Commission <br />stated the pictures were strictly examples of what could be developed on a lot of a given size <br />using the incentive program. <br /> <br />Members of the Public: <br />None heard. <br />
