Posted in City Hall, Public Library, Recreation <br />Center and the Courts and Police Building and mailed to surrounding property owners on May <br />25, 2007. <br /> <br />Staff Report of Facts and Issues: <br />Wood provided the following summary: <br />. A request for a special review use (SRU) for the Institute for Taoist Education and <br />Acupuncture, Inc. to be located at 325 South Boulder Rd. <br />. The applicant proposes to relocate the Institute from its current 608 Main St. location <br />to an existing building on South Boulder Rd. <br />. The Acupuncture School, as it is a private school, requires review and approval as a <br />SRU in this and most other zoning districts. <br />. The proposed building location is in the Aspen Green PUD and zoned Administrative <br />Office (AO) which promotes uses that are non-retail and of a personal service nature. <br />. The applicant will occupy a space that is approximately 3,156 SF in area. The <br />building is a total of approximately 12,788 SF. <br />. There is a total of33 parking spaces adjacent to the building which are to be used by <br />the tenants. <br />. The Louisville Municipal Code requires private schools to provide one space per <br />teacher, plus one space per administrative employee, plus one space per two students. <br />This means the school would be need approximately 17 spaces. A letter from the <br />applicant states that the building owner has designated 11 parking spaces for their <br />use. <br />. The students that attend the school are from out of state and do no own vehicles <br />therefore they either use mass transit or ride bikes. The school does provide RTD bus <br />passes as part of their enrollment. <br />. A letter dated May 15, 2007 from the applicant states they currently have eight (8) <br />spaces at 608 Main St. <br />. Hours of operation will remain the same: 8am - 8pm Monday to Friday; 9am - 6pm <br />on Saturday and Sunday when school Intensives (finals) are on, which is 4 times a <br />year for two weeks. All other weekend times are 9-4 on Saturday and closed Sunday. <br />. Staff reviewed the SRU criteria and stated all five (5) had been met. <br />. Staff recommends approval with two conditions: <br />i. That a minimum of one (1) bike rack be provided at the front and/or rear of <br />the building, and if located at the front, it should be adjacent to the building so <br />as not to obstruct pedestrian movement on the public sidewalk. <br />11. The applicant will need to show proof of a shared parking agreement, prior to <br />City Council to ensure that there is enough parking to satisfy the requirements <br />established in the Louisville Municipal Code. <br /> <br />Commission Questions of Staff: <br />McAvinew inquired about the ownership of the other buildings. <br /> <br />Wood stated the other buildings are under different ownership. <br />
