Councilor • Dalton seconded. All in favor. DISCUSSION/DIRECTION/ACTION — APPOINTMENT TO FILL WARD 1 CITY COUNCIL VACANCY City Attorney Light explained the Louisville Home Rule Charter specifies the following in Section 3-6 (b): (b) If a vacancy occurs in the office of Mayor or Councilmember, the City Council, by a majority vote of the remaining members, shall appoint a person who meets the qualifications of Section 3-3 to hold the office: (1) Until the next regular election; or (2) If a statewide general election will occur before the next regular election, until a special election to fill the vacancy, which shall be held on the same date as the statewide general election. He stated the Charter defines a general statewide election to be the election occurring in November of each even-numbered year (next occurring November 6, 2012). Thus, City Council would appoint a resident of Ward 1 to serve until this next statewide general election, at which time the City would conduct a special election to fill the vacancy for the balance of the term, or November of 2013. He pointed to the staff recommendations for City Council to use these procedures to seek applicants for appointment to the Ward 1 vacancy: 1) Advertise for the vacancy for approximately 2 weeks, with applications due • December 5, 2011. 2) City Council interview candidates the week of December 12, 2011.
