Councilor <br /> • Dalton seconded. All in favor. <br /> DISCUSSION/DIRECTION/ACTION — APPOINTMENT TO FILL WARD 1 CITY <br /> COUNCIL VACANCY <br /> City Attorney Light explained the Louisville Home Rule Charter specifies the following in <br /> Section 3-6 (b): <br /> (b) If a vacancy occurs in the office of Mayor or Councilmember, the City Council, by a <br /> majority vote of the remaining members, shall appoint a person who meets the <br /> qualifications of Section 3-3 to hold the office: <br /> (1) Until the next regular election; or <br /> (2) If a statewide general election will occur before the next regular election, until <br /> a special election to fill the vacancy, which shall be held on the same date as the <br /> statewide general election. <br /> He stated the Charter defines a general statewide election to be the election occurring <br /> in November of each even-numbered year (next occurring November 6, 2012). Thus, <br /> City Council would appoint a resident of Ward 1 to serve until this next statewide <br /> general election, at which time the City would conduct a special election to fill the <br /> vacancy for the balance of the term, or November of 2013. <br /> He pointed to the staff recommendations for City Council to use these procedures to <br /> seek applicants for appointment to the Ward 1 vacancy: <br /> 1) Advertise for the vacancy for approximately 2 weeks, with applications due <br /> • December 5, 2011. <br /> 2) City Council interview candidates the week of December 12, 2011. <br />
