Attorney Light <br /> responded service of less than half of a term would not be considered a term for <br /> purposes of term limits. <br /> Councilor Dalton asked if the appointment process could be moved up or back as he <br /> would not be attending the December 20 meeting. Discussion ensued concerning the <br /> appropriate dates. <br /> Mayor Muckle moved the Council set special meetings for the appointment of a Ward I <br /> councilor— interviews to be set for December 7 at 6:00 or 7:00 p.m. (time dependent on <br /> the number of applicants) and December 13 at 7:00 p.m. for the appointment. <br /> Councilor Dalton seconded. All in favor <br /> • RESOLUTION No 78, SERIES 2011 — A RESOLUTION APPROVING A BUSINESS <br /> ASSISTANCE AGREEMENT WITH RHINO BREWING COMPANY FOR <br /> REINVESTMENT AND ATTRACTION AND CREATION OF NEW RETAIL SALES AT <br /> 728 MAIN STREET, UNIT A IN THE CITY OF LOUISVILLE <br /> Mayor Muckle requested a Staff presentation. <br /> Economic Development Director Star presented a proposed economic development <br /> business assistance package (BAP) for a brewpub. She has had many inquiries for <br /> brewpubs in the City and Jon Howland hopes to be the first to open in Louisville. His <br /> company, Rhino Brewing Company (Rhino), hopes to secure the building renovation <br /> and establish a new retail establishment in approximately 1,400 square feet located at <br /> 728 Main Street, Unit A, in Louisville. <br /> The business will brew Belgian-style beer, served with limited food on site, and sell beer <br /> sealed in bottles for consumption off-premise. The BAP is to reward the risks this <br /> businessman is taking with the retail portion of this business. The City would rebate <br /> 40% of the incremental sales tax revenue from this shop's new retail sales, up to a <br /> maximum of$7,500 for four years, whichever comes first. The items subject to rebate <br /> are limited to those sold as retail goods taken out the door, not beer served for <br /> consumption on-site. This limitation is because incentives are no longer necessary to <br /> bring restaurant/bar establishments into the downtown area. Incentives are intended to <br /> • encourage certain business activity and economic outcomes. <br />
