Historic Preservation Commission <br />Meeting Minutes <br />November 21, 2011 <br />Page 4 of 7 <br />Koertje agreed and stated no additional funding should be allowed until after the HAS is <br />completed. <br />Stewart asked the HPC what they thought of the maximum grant caps. <br />Fasick stated she was concerned about having caps. <br />Koertje stated there should be a criterion which explains how an applicant could receive more <br />funding. <br />Koertje then asked if everyone was comfortable with a residential cap of $15,000. <br />The HPC agreed but stated this component should be review annually just in case it needs to <br />be increased. <br />Speier recommended a cash match for anything above $15,000 in the residential program. <br />Stewart inquired if the HPC would consider removing the new construction component and <br />replace it with an “Additions and Expansions” grant. <br />Speier stated he believed new construction is a good category to keep in. <br />Stewart inquired if the new construction amount should be $75,000. <br />Poppitz stated it should be $50,000. <br />The HPC agreed to $50,000. <br />Leary stated it should be made clear at least 50 percent of the building should be retained for a <br />new construction grant. He added $50,000 commercial incentive seems a bit too high and <br />should be more refined. <br />Stewart stated the $50,000 focuses more on maintenance elements and could be used for <br />interior work, which a lot of commercial structures need. He personally is not worried about <br />misuse. <br />Koertje recommended that he and Peter work with staff to complete this document prior to the <br />th <br />December 20 City Council meeting. <br />HPC agreed. <br />PUBLIC HEARINGGrant – roof – 1131 Jefferson Avenue <br /> – <br />McCartney presented. <br />Speier asked why trusses weren’t being recommended for the roof restructure. <br />McCartney stated this is an approach to try and retain as many historic materials as possible. <br /> <br />
