Louisville City Council Meeting <br />May 2, 2000 <br />Page 5 <br /> <br />Bill Simmons, City Administrator, stated that Ordinance No. 1337 provides for an <br />alternate member of the Louisville Citizens Open Space Advisory Board. He noted that <br />Council may appoint an alternate member for a three-year term, which will be calculated <br />from January 15, 2000. The alternate member shall be entitled to attend and participate <br />in all meetings and discussions of the board, but only entitled to vote in the event of a <br />regular member' s absence. <br /> <br />Davidson opened the public heating and asked if there was anyone in the audience that <br />wished to speak in favor or opposition of Ordinance No. 1337. Hearing none, Davidson <br />closed the public hearing. <br /> <br />Sisk asked if this ordinance could be considered an emergency ordinance. <br /> <br />MOTION: Sisk moved that Council approve Ordinance No. 1337, Series 2000 - An <br />Ordinance Providing for An Alternate Member of the Louisville Citizens Open Space <br />Advisory Board as an Emergency Ordinance, seconded by Keany. <br /> <br />Sam Light, City.Attorney offered a friendly amendment to the motion that would make <br />Ordinance No. 1337, Series 2000, an Emergency Ordinance. Additionally, a section <br />would be added stating as follows: "This Ordinance is necessary for the immediate <br />preservation of the public health, safety and welfare in order to permit the timely <br />inclusion of the alternate member of the Board, to enable that member to participate in <br />organizational and initial meetings of the Board, and this Ordinance shall take effect upon <br />adoption." <br /> <br />The amendment was acceptable to Sisk and Keany. <br /> <br />Roll call was taken. Motion passed by a vote of 6-0. <br /> <br />MOTION: Sisk moved that Council appoint Bob Muckle, as alternate member to the <br />Louisville Citizens Open Space Advisory Board, seconded by Mayer.
