<br />Louisville City Council Meeting <br />January 4, 2005 <br />Page 5 of8 <br /> <br />Jenny Braus, 733 McKinley Avenue, Louisville, CO stated the Louisville Resource <br />Conservation Advisory Board (LRCAB) appreciates the City Council's support. <br /> <br />Mark Perschetti, 1402 Taft Place, Louisville, CO thanked Council for their support. He <br />addressed the 2005 grant, and recognized Deputy City Manager Julie Boyd for her <br />assistance in the application process. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Brown stressed the importance of supporting and volunteering for the <br />zero waste events. Boyd agreed the events could not go forward without volunteerism. <br /> <br />Mayor Sisk stated there are opportunities available for volunteerism. He suggested <br />student groups through Monarch High School, the Youth Advisory Board and the Boy <br />Scouts might assist in these events. <br /> <br />Council Discussion: Mayor Sisk asked City Attorney Light whether Council could vote <br />on the amended copy of the agreement, since it had not been posted 72 hours before the <br />meeting. City Attorney Light stated the changes to the agreement are very minor. <br />Council member Marsella suggested voting on the original agreement and authorizing the <br />Mayor to approve changes. Council member Keany suggested the agreement be posted <br />on the City's Web Page and Council approval be continued to the January 18, 2005 <br />consent agenda. <br /> <br />MOTION: Mayor Sisk moved the Agreement with Boulder County Community <br />Outreach Program 2005 be continued to January 18,2005, seconded by Council member <br />Levihn. All in favor. Absent: Council member Clabots. <br /> <br />UPDATE AND DISCUSSION - NEW LOUISVILLE PUBLIC LIBRARY, SHORT- <br />TERM PARKING PLAN <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reported the City Staff has been evaluating possibilities <br />for a short-term parking plan, with the goal of providing all day parking during the <br />construction of the new library building. Input from the Downtown Business Association <br />and previous ideas for traffic circulation and parking scenarios have been considered. <br /> <br />The City Engineering Department has also reviewed standard parking templates showing <br />different parking angles and street widths that should be considered when planning for <br />parking along streets. A plan for one way traffic with diagonal parking on both sides of <br />the street has been formulated for Front Street between Walnut and South, heading north; <br />and for South Street between Front and LaFarge Streets, headed west. As these spaces <br />are further from most downtown businesses and may be difficult for vehicles to get in <br />and out of due to the street grade caused by the crown, it will be recommended that they <br /> <br />5 <br />
