Boyd stated with Council concurrence, Staff <br />will begin to discuss and meet with the affected neighbors in groups or individual <br />meetings, as well as the downtown business community. <br /> <br />COUNCIL COMMENT <br /> <br />Council member VanPelt asked for verification of the number of parking spaces lost in <br />the existing parking lot. Boyd stated there are 65 spaces in the parking lot, and the <br />proposed plan will provide for 30 spaces. She noted the museum lot and parking in <br />residential areas will make up the difference. <br /> <br />Council member VanPelt voiced her concern over the loss of short-term parking for <br />downtown shoppers. <br /> <br />Mayor Sisk concurred with Council member Van Pelt's comments. He stated Council <br />will have to decide whether the parking spaces are being created for short-time parking <br />shoppers or long-term employee parking. <br /> <br />Deputy City Manager Boyd reported on Staff discussion relative to parking City vehicles <br />at the City Shop Building, and local business owners encouraging their employees to use <br />the outlying areas for long-term parking. <br /> <br />Council member Van Pelt suggested the City and downtown businesses encourage <br />alternative transportation for its employees, including eco-passes. City Manager <br />Simmons reported the City did participate in the eco-pass program a few years ago, and <br />inquiries could be made as to the cost for City employees. <br /> <br />Mayor Sisk suggested the City or the contractor discuss leasing parking spaces from the <br />Elks Club. He stressed the importance of discussing the parking issues with the residents <br />that will be impacted. <br /> <br />City Manager Simmons noted the future Fastrack plan for commuter rail transportation <br />includes parking proposals. He stated the City Staff has had discussions with the <br />President of the Downtown Business Association relative to parking alternatives. He <br />stressed it will be difficult to duplicate parking space for parking space. <br /> <br />Council member Levihn stated the problem is not insurmountable and stressed the <br />importance of providing parking for downtown shoppers. <br /> <br />APPROVAL OF CITY MANAGER EVALUATION AND EMPLOYMENT <br />AGREEMENT <br /> <br />Mayor Sisk reported that City Council has completed its annual evaluation ofthe City <br />Manager. The evaluation covers the periods from January 4,2003 to January 3,2004 <br />(eighth amended employment agreement) and also from January 4,2004 to January 4, <br /> <br />6 <br />
