Louisville City Council Meeting <br />May 16, 2000 <br />Page 7. <br /> <br />Simmons stated that there were discussions on open space and that it might be helpful to <br />get back together as a group to discuss those issues. Simmons noted that there is a <br />provision in the resolution that permits the Mayor flexibility to pursue changes. <br /> <br />Brown had questions with respect to the land dedication of the Scriffiny and Carlson <br />properties if they came into the possession of the hospital. Brown requested clarification <br />on the hospital's position on the land dedication. <br /> <br />Sackett stated that he could not project how much land was needed for future uses. <br />Sackett stated that given the vision of a hospital campus, it would be unacceptable to <br />trade greater than 1:1. <br /> <br />Brown asked City Administrator Simmons if the 150% land dedication figure was <br />historically a land dedication percentage (amount). Simmons stated that the Section is <br />unique to this agreement. <br /> <br />Howard commented that he would feel comfortable with this agreement if there were <br />some provision that the Mayor is given authority to negotiate for future expansion needs <br />of the Howard Berry Water Treatment Facility. He stated that it is difficult to project <br />future needs and that the thirty-year agreement is a long time. He stated that he <br />understood the Town of Superior wanting control over land in their area, but that lands <br />adjacent to the water treatment plant should be negotiable. <br /> <br />Keany stated that if the Carlson and Scriffiny properties came under the ownership of the <br />hospital, he would not have a problem with the land dedication of 1:1. Keany stated that <br />it is his understanding that the difference between Rural Preservation and Louisville <br />Influence is that under Rural Preservation nothing can be annexed or brought into the <br />City without the agreement of the other parties. Whereas, Influence area means that the <br />City has the opportunity to use the property as it deems appropriate, whether it be in the <br />City or not. He stated that the agreement encompasses a very broad area. <br /> <br />Brown stated that he would like to see more flexibility with the 150% land dedication. He <br />stated that he is in favor of buying more open space, but also in meeting the needs of the <br />corporate citizens and homeowners. <br /> <br />Mayer stated that with respect to Avista Hospital and the Carlson and the Scriffiny <br />properties, the exchange would have a significant impact on the corridor and he would <br />have concerns about the developments contemplated. He stated that he hoped the <br />Council would review plans and have approval over such development. <br /> <br /> <br />
