The project schedule is <br />posted in the window of the library meeting room, which is being used as the <br />contractor's office. <br /> <br />Council member Keany asked how the deliveries to the restaurant would be <br />accomplished. He noted the Marketplace Bakery uses the alley for deliveries. <br />He suggested parking on Main Street be provided for those businesses. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />No items to report. <br /> <br />CITY MANAGER'S REPORT <br /> <br />Public Works Director Tom Phare updated Council on the progress of the <br />Highway 42/96th Street Connection. He projected the project could be <br />completed within the next two to three weeks. The final work includes signage, <br />installing guard railing along the bridge and pavement markings. <br /> <br />Planning Director Paul Wood updated Council on the progress of the citywide <br />Comprehensive Development Plan. He explained the Planning Commission <br />conducted its second public hearing in March. The Planning Commission has <br />reviewed the first two chapters and will commence on chapter three at its April 14 <br />meeting. <br /> <br />Planning Director Wood also reported on the Ordinance No. 1450, Series 2004, <br />which was adopted as a temporary moratorium on residential development that <br />would require special review use, a rezoning or an amendment to general <br />development plan. The ordinance expired on March 31,2005 and it was <br />anticipated the expiration of the ordinance would correspond with the completion <br />of the citywide comprehensive development plan. He informed Council there is <br />an applicant who is anxious to proceed with a development proposal in the <br />northeast Louisville area. He asked if Council desires to extend the moratorium <br />to correspond with the adoption of the Comprehensive Plan. <br /> <br />Mayor Sisk suggested that the matter be included as a regular agenda item for <br />City Council. He asked that it be reviewed at the April 19, 2005 meeting. <br /> <br />Council member Keany asked City Attorney Light if the Comprehensive <br />Development Plan approval is quasi-judicial. City Attorney Light responded its <br />approval is a legislative process. He explained the Council's decision can be <br />based on both inside and outside influences. <br /> <br />Council member Van Pelt asked if there is a process for incorporating changes to <br />the Comprehensive Development Plan through the Planning Commission <br />
