Mr. Fellman <br />summarized the Needs Assessment report conclusions as follows: <br /> <br />· Staying current with the most recent cable related technology. <br />· Maintaining and enhancing community access to technology. <br />· Providing expanding local government programming from the City. <br />· Providing for possible expansion of local public and educational programs. <br />. Availability of services to any individual, business or other entity. <br />· Ensuring availability of the widest variety of cable services at reasonable <br />prices. <br />· Meeting the needs of the senior and disabled community with affordable <br />prices. <br />· Ensuring access requirements are clear and direct to meet the needs of <br />the community for the duration of the franchise agreement. <br />. Maintaining the City's ability to protect the interest of its citizens with <br />enforceable customer service standards. <br />· Addressing educational community needs including cable services in all <br />classrooms. <br />. Assuring the cable system becomes and remains in compliance with all <br />applicable safety code. <br /> <br />Mayor Sisk opened the public hearing and requested public comment. <br /> <br />Paul Everitt, 301 Van Buren, Louisville, CO asked Council to keep Public Access <br />viable in the negotiations, and noted CCTV has televised City events. He <br />informed Council of his discussions with Boulder Valley School District Board <br />relative to educational programming on the public access channel. <br /> <br />Peter Stewart, 1132 Jefferson Avenue, Louisville, CO commented the Needs <br />Assessment Report was very thorough however the component for the <br />participation of non-profit organizations was missing. He stated the City could <br />require the franchise to provide a facility or fund a facility. He reviewed a letter <br />submitted by CCTV, which outlined a proposal to offer public access services for <br />Louisville and develop an Access Media Center. Included in the letter was a <br />budget proposal, with a request for the City to fu nd 10-12% of the budget. <br /> <br />John Bollinger, 143 Salina Street, Lafayette, CO stated that pubic access is <br />essential for the communities of Louisville, Lafayette, and Superior. He stated <br />the CCTV is a welcome partner to City government, by covering events, and <br />sponsoring nonprofit organizations. He thanked Council for their support. <br /> <br />Randy Luallin, 301 East Street, Louisville, CO voiced his support for public <br />access television. He thanked CCTV and Peter Stewart for their hard work. <br />
