<br />City Council <br />Meeting Minutes <br />June 21,2005 <br />Page 4 of 11 <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Assistant City Manager for Governmental Relations Balser reported that <br />Ordinance No. 1472, Series 2005 extends the current gas and electric franchise <br />granted by the City of Louisville to Public Service Company of Colorado through <br />July 15, 2007. The extension will allow adequate time for additional negotiations <br />and consideration of a new franchise. The current proposed extension does not <br />include the previous Section 2, which reduced by two years the term of the new <br />franchise. She stated Public Service Representative Todd Anderson is in <br />attendance and available to answer Council questions. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public <br />hearing. <br /> <br />MOTION: Council member Marsella moved that Ordinance No. 1472, Series <br />2005 be approved, seconded by Council member Van Pelt. Roll call vote was <br />taken. The motion carried by a vote of 5-0. Absent: Council members Clabots <br />and Brown. <br /> <br />PROPOSED 2005 CITYWIDE COMPREHENSIVE PLAN - PUBLIC HEARING <br />(advertised Daily Camera 6/9/05) <br /> <br />Mayor Sisk commended the Planning Commission, the City Staff and members <br />of the public who participated in the review process of the comprehensive plan. <br /> <br />Council member Brown arrived at the meeting at 7:29 p.m. <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> <br />Planning Director Paul Wood stated his presentation would consist of a summary <br />of the driving principles of the plan and an overview of the seven opportunity <br />areas included in the Framework Plan. <br /> <br />He explained the heart of the Comprehensive Plan begins in Chapter Three with <br />a Community Vision Statement. This statement outlines the community's vision <br />and within the statement are four principles and policies. <br /> <br />1) Balance Land Uses/Fiscal Health <br />2) Capitalizing on Multi-Modal Transportation and Transit Oriented <br />Development Opportunities <br />3) Creating new, Master Planned Neighborhoods to Meet Changing Housing <br />Needs <br />4) Continuing a Comprehensive System of Parks, Open Space and Trails <br />
