<br />City Council <br />Meeting Minutes <br />June 21,2005 <br />Page 8 of 11 <br /> <br />APPROVAL OF AMENDMENT TO PROFESSIONAL SERVICES CONTRACT <br />WITH CLARION ASSOCIATES FOR HIGHWAY 42 REVITALIZATION AREA- <br />MIXED USE ZONING AND DESIGN GUIDELINES <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Planning Director Paul Wood explained the Highway 42 Revitalization Area <br />Subarea Comprehensive Plan was approved by City Council in September of <br />2003. One of the principle tasks identified to implement the land use <br />recommendations of the Plan was the development of a new Mixed Use Zoning <br />District and Design Guidelines. City Council approved a contract with Clarion <br />Associates on March 2, 2004. The contractual Scope of Work was budgeted for <br />$70,462. The Scope of Work proposed by Clarion included an optional task for <br />detailed "testing" of the draft zoning regulations, for an additional $15,000, which <br />was not budgeted in the initial City Council authorization. The City has received <br />approval to fund the additional $15,000 expense through the $200,000 USEPA <br />Brownfields Grant. The Total budget would be $85,737, with the $15,000 <br />additional cost paid for through the USEPA Brownfields Grant <br /> <br />PUBLIC COMMENT <br /> <br />Eva Kosinski, 1301 Jackson Court, Louisville, CO addressed the issue of the <br />Highway 42 Revitalization and the transit area. She asked for clarification on <br />how that relates to the Comprehensive Plan. <br /> <br />Planning Director Wood stated there is a relationship between the Highway 42 <br />Revitalization and Area 2 of the Comprehensive Plan. The mixed-use zoning <br />designation and design guidelines will set forth a zoning district, that would <br />provide property owners the opportunities for a mixed-use. <br /> <br />Heather Balser stated the Fastracks Plan and the station is contingent on an <br />impact study. There will be public hearings in the fall and a preferred alternative <br />for the corridor for transportation improvements of US 36 as well as the rail <br />corridor should be completed by the spring of 2006. <br /> <br />City Manager Simmons explained the Highway 42 Revitalization Plan addresses <br />two issues: 1) Highway 42/96th Street Corridor; and 2) The proposal for <br />Fastracks. Both address the northwest transportation corridor and include light <br />rail, a component of Fastracks, which is a ten-year project. <br /> <br />Evan Kosinski, 1301 Jackson Court, Louisville, CO asked if the Regional <br />Transportation Plan would supersede the Citywide Comprehensive Plan. <br /> <br />Mayor Sisk stated local issues will supersede county planning. He noted <br />Fastracks will be a part of the Citywide Comprehensive Plan. <br />
