Louisville City Council Meeting <br />June 20, 2000 <br />Page 52 <br /> <br />Tom Phare, Public Works Director reported that Ordinance No. 1339, Series 2000 <br />delegates to the City Administrator the authority to establish water tap fees on a quarterly <br />basis and amends certain sections of Chapter 13.12 of the Louisville Municipal Code in <br />connection therewith. Phare stated that the costs of water necessary to supply the City's <br />waterworks, as well as other costs to be paid through the City's water tap fees, have <br />increased dramatically in recent years. He noted that historically, tap fees were addressed <br />on an annual basis during the budget process, but by setting water taps fees on a quarterly <br />basis the City will maintain accurate and up-to-date fees. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />in favor or against Ordinance No. 1339, Series 2000. Hearing none, Davidson closed the <br />public hearing. <br /> <br />Davidson had questions with regard to Ordinance 1339, on page 2, C and D, which states <br />"The amount of the tap fee for residential units shall be determined by the City and shall <br />be based upon the provision of the International Plumbing Code." He asked if the <br />International Plumbing Code refers to the cost of tap fees. <br /> <br />Phare stated that International Plumbing Code calculates the size of a ~ervice line, (water <br />tap) based on the scale permit demand. <br /> <br />Davidson asked the City Attorney to clarify the language to read that the International <br />Plumbing Code determines the size of the water tap and the City Administrator <br />determines the water tap fee. <br /> <br />Howard stated that he did not see a mechanism for calculating the cost of a water tap fee. <br /> <br />Davidson stated that this system is not any different from what is currently used. He <br />noted that tap fees would be posted and published for the public. <br /> <br />MOTION: Mayer moved that Council approve Ordinance No. 1339, Series 2000, to <br />include Mayor Davidson's amendment instructing the City Attorney to clarify the <br />language to read that the International Plumbing Code determines the size of the water <br />tap and the City Administrator determines the water tap fee, seconded by Keany. <br /> <br />Sam Light, City Attorney reviewed the amended language to Ordinance No. 1339 and <br />also offered a friendly amendment. On page 2, Subsection 2, C and D, each of those will <br />be revised to set the standard of the tap, which shall be based upon the size of the tap as <br />calculated by the International Plumbing Code in effect, and by reference. Also in <br />Sections 3 and 5 of the Ordinance there is currently a reference to an effective date of <br />July l0th, which needs to be changed to July 17, 2000. <br /> <br />5 <br /> <br /> <br />
