<br />City Council <br />Meeting Minutes <br />August 2, 2005 <br />Page 8 of 14 <br /> <br />Council member Marsella concurred and stated her understanding it would be a <br />vision statement rather than a population cap. <br /> <br />There was Council support for a commercial designation for the Newbold <br />property. <br /> <br />Mayor Sisk requested public comment on Opportunity Area #2. <br /> <br />Herb Newbold, 9650 Empire Road, Louisville, CO commented there are various <br />development options for all the Opportunity Areas, and suggested having cross- <br />hatching on the Framework Map that provides more than one option. <br /> <br />There was Council consensus on Opportunity Area #2. Planning Director Wood <br />summarized Council's direction. <br /> <br />Opportunity Area #3 <br /> <br />Opportunity Area #3 should continue to be a key employment center for the City <br />of Louisville. This area will provide adequate land supply for the development of <br />light to medium Industrial and Business Park uses. The policy direction for the <br />area reinforces the need to have strong urban design standards to maintain and <br />promote the employment park as an attractive and positive business <br />environment. There should be a range of professional and retail services that are <br />complimentary to and support the employees of the park. The Northwest <br />Parkway IGA designates land uses applicable to lands in the IGA Plan area <br />within or adjacent to Area #3, including the Hoyle, Ferguson and T & T Bennett <br />properties (annexed), and the Self Property (unincorporated). The IGA Plan is a <br />comprehensive development plan establishing land uses for these areas while <br />designations remain in place. <br /> <br />The Planning Commission recommended the Framework Plan Map include <br />Commission's preferred designations for these areas. Staff notes IGA <br />amendments and/or other acceptable arrangement would be necessary to <br />achieve these Commission preferred designations in a manner consistent with <br />the IGA. Similarly, some revision to the Plan language may be useful to clarify <br />the continuing application of the Intergovernmental Agreement where applicable. <br /> <br />City Attorney Light explained the Framework Plan is consistent with all the <br />Intergovernmental Agreements. He stressed the importance of designating the <br />properties still subject to the Northwest Parkway and other IGA's. He suggested <br />one option would be to add a note on the Framework Map, or put cross hatches <br />to denote an IGA on the property. He noted with all the Intergovernmental <br />Agreements, there are opportunities for amendments. There was Council <br />consensus that cross-hatching would depict an IGA on a property. <br />
