<br />City Council <br />Meeting Minutes <br />August 2, 2005 <br />Page 9 of 14 <br /> <br />There was Council discussion relative to the regional opportunities in Opportunity <br />Area #3 and at the corner of 104th and Dillon Road. <br /> <br />Mayor Sisk requested public comment on Opportunity Area #3. There were no <br />comments. <br /> <br />Opportunity Area #4 <br /> <br />Opportunity Area #4 is a sub area of the City containing vital community facilities <br />that provides principal service relationships to Louisville and the region. The sub <br />area will also be characterized by redevelopment and the introduction of new <br />land uses. Consideration should be given to the following principles and policies <br />in the integration of uses, which maintain service standards, a community <br />identity, and a positive fiscal impact on Louisville. Policy statements reflect that <br />destination venues and non-residential land uses should be a priority for the <br />area, and that such uses would be an appropriate gateway to Louisville. <br />Residential is also addressed and would be consistent with redevelopment to the <br />extent the form and density is consistent with a high degree of walkability and <br />multi-modal connectivity. The Framework Plan reflects 22 acres for residential for <br />a total of 175 medium density units. Non-residential acreages reflect a total of <br />268 acres for commercial retail and commercial office. There is also a total of <br />100 acres allocated to open space and parks. <br /> <br />COUNCIL COMMENTS <br /> <br />Council member Brown commented there are cultural venue opportunities in <br />Area #4. Planning Director Wood stated the Planning Commission concurred <br />destination venues would be desirable and appropriate in Opportunity Area #4. <br /> <br />Council member Brown suggested the Framework Plan should be flexible <br />enough to look at developments that have destination opportunities, if such a <br />proposal comes forward. <br /> <br />Council member Van Pelt agreed and stressed the importance of flexibility in <br />Opportunity Area #4. She voiced her preference for regional retail opportunities. <br /> <br />Nell Scholler, a Storage Technology representative, stressed the importance of <br />economic viability for the development of the Storage Technology property. She <br />explained if a developer comes forward and does not believe a retail <br />development is viable, and the property is limited to only one use, they may not <br />proceed. She voiced her belief developers are interested in the Storage <br />Technology property for residential development. <br /> <br />Frost Yarnell, 1109 Hillside Lane, Louisville, CO requested that Area #5 and #6 <br />be discussed separately. <br />
