City Council
Meeting Minutes
September 6, 2005

Roosevelt Avenue. The road layout does not provide enough remaining right-of-
way to implement a trail. Staff negotiated with Warembourg Colorado Ranches
to acquire the additional right-of-way necessary in exchange for irrigated trees to
screen the homestead from the road. Upon closing with Warembourg Colorado
Ranches, LLC, Boulder County has agreed to release the Conservation
Easement. The County is providing a letter to waive its Right of First Refusal,
pursuant to the original purchase contract.

MOTION: Council member Van Pelt moved to approve Resolution No. 36,
Series 2005, seconded by Council member Brown.

Mayor Sisk offered a friendly amendment to include authorization for the Mayor
to set the closing date and to make minor amendments as required. Council
members Van Pelt and Brown accepted the amendment.

VOTE: Roll call vote was taken. The motion passed by a vote of 6-0. Absent:
Council member Levihn.

BUSINESS DEVELOPMENT AND RETENTION COMMITTEE
RECOMMENDATION FOR WEB SITE

Mayor Sisk requested Council member Keany make a presentation.

Council member Keany reported the Business Development and Retention
Committee reviewed eleven proposals for an Economic Development Web Site.
Deputy City Manager Boyd did further research on the proposals, which
determined a significantly higher cost for the type of Web Site required. The
Committee requested Council authorization for the City Manager and the
Committee to expend up to $10,000 on the Web Site.

Mayor Sisk noted the Commission discussed contracting with one company to
build the Web Site and with another company to add the informational data. Both
companies are local; one is a local vendor and the other is associated with the
University of Colorado.

COUNCIL COMMENT

Council member Van Pelt asked if the two companies identified in the Council
packets are no longer being considered. Council Member Keany explained their
proposals were only to build the Web Site and excluded adding information data
or updating the Web Site. That would be an additional cost.

Council member Van Pelt asked who would do the ongoing maintenance on the
Web Site. Council member Keany stated the Web Site information would be
relatively static and therefore would not require updating on a regular basis.
