He stressed the importance of having a company who <br />understands the vision the City has for the Web Site. <br /> <br />Council member Keany stated the Committee had not decided on the lowest <br />bidder. He suggested continuing this matter to the next meeting. <br /> <br />Mayor Sisk requested the Business Retention Committee meet and come before <br />Council on the September 20, 2005 meeting with a recommendation. <br /> <br />APPROVAL OF INTERGOVERNMENTAL AGREEMENT REGARDING THE <br />COAL CREEK CEMETERY WITH THE CITY OF LAFAYETTE <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />City Manager Simmons reported the City of Lafayette, owner of the Coal Creek <br />Memorial Cemetery located west of the Louisville Cemetery, is in need of a <br />reliable source of water to irrigate and maintain the cemetery. Irrigation for the <br />cemetery has been available by some 14 shares of Goodhue Ditch Water and a <br />small ground water well. Both Cities wish to fulfill the interests of each other by <br />exchanging a Louisville municipal water tap for land that Lafayette has <br />determined to be in excess of that necessary to operate and maintain the <br />cemetery, along with other considerations including the payment of a sum of <br />money and the transfer to Louisville of the 14 shares of Goodhue Ditch Water. <br /> <br />The Intergovernmental Agreement (IGA) sets out the terms and provisions of the <br />exchange of land for a municipal water service tap. Lafayette will convey 134,475 <br />square feet of land (3.087 acres) for a two-inch (2") municipal water tap for the <br />purpose of irrigating the cemetery. Louisville will also receive Goodhue Ditch <br />shares and $19,925, which represents a single-family residential water tap fee. <br />The fair market value of the water tap and the excess land are similar. The land <br />to be conveyed to Louisville abuts the City's tree branch recycling land. The IGA <br />sets out the framework for this transaction and the parties agree to execute all <br />documents and instruments to effect and accommodate the agreement. <br /> <br />MOTION: Council member Brown moved to approve the Intergovernmental <br />Agreement regarding the Coal Creek Cemetery with the City of Lafayette, <br />seconded by Council member Marsella. All in favor. Absent: Council member <br />Levihn. <br /> <br />UPDATE - LIBRARY PROJECT <br /> <br />Deputy City Manager Boyd reported that Front Street will be closed to Walnut as <br />part of the Library Project. The closure will allow a crane to bring steel and rebar <br />into the library site. The closure notice will be published in the Boulder Camera <br />
