<br />City Council <br />Meeting Minutes <br />October 4, 2005 <br />Page 3 of 10 <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Recreation and Senior Services Director Keith Williams explained the City of <br />Louisville and Boulder Valley School District were partners in the lighting and <br />resurfacing of the tennis courts at the Monarch High School complex. The <br />school district managed and designed the project and the City funded the project. <br />Through this partnership the local high school and general public have the use of <br />the courts under lights. <br /> <br />Mr. Rob Scott, a Louisville resident and member of the Centennial Valley Tennis <br />Association, met with the Department of Recreation and Senior Services <br />regarding grant applications for additional funding for this project. Through Mr. <br />Scott's initiative and leadership, the United States Tennis Association and <br />Intermountain Tennis Association each awarded $2,500 in grants to assist the <br />City with the cost of the project. <br /> <br />Mr. Scott thanked Council for their recognition. He also presented the City an <br />additional check in the amount of $500.00 from the Centennial Valley Tennis <br />Association. <br /> <br />Mayor Sisk and the City Council recognized Mr. Rob Scott for his efforts in <br />obtaining $5,500 in grants to the Monarch Tennis Court Improvement project. <br /> <br />APPROVAL OF $10,000 CONTRIBUTION TO DOWNTOWN BUSINESS <br />ASSOCIATION FOR WINTER ICE SKATING RINK OPERATIONS <br /> <br />Council member Van Pelt reported receiving a citizen request to have public <br />discussion of the $10,000 contribution to the DBA. <br /> <br />Steve Costello, 902 Grove Drive, Louisville, CO voiced his concern with using <br />public money for DBA projects such as the Winter Ice Skating Rink. He noted <br />there is a decline in the City's sales tax, and stressed the need for the City to be <br />more prudent with spending public funds. He suggested the funding come from <br />the recreation budget, as it is a recreation program, rather than the contingency <br />fund. He urged Council to deny the Downtown Business Association's request. <br /> <br />Suzanne Smith, 902 Grove Drive, Louisville, CO voiced her concern the <br />contribution approval was an item on the consent agenda, rather than on the <br />regular business agenda, which would allow public discussion. She requested <br />information on the goals of the Winter Ice Skating Rink. <br /> <br />Arlin Lehman, 680 Johnson Street, Louisville, CO, President of the Downtown <br />Business Association stated the DBA did not request a $10,000 contribution. <br />The request was for half of last year's contribution, which was $10,000.
