<br />City Council <br />Meeting Minutes <br />October 4, 2005 <br />Page 4 of 10 <br /> <br />Lehman outlined the history of the Downtown Business Association's proposal <br />for the Street Faire and the Winter Ice Skating Rink. He explained the Street <br />Faire produced tax revenue for the City therefore the City's $10,000 contribution <br />was a revenue generator. He stated the Winter Ice Skating Rink's first year did <br />not generate sale tax revenue for the City, but voiced his belief it would over a <br />period of time. <br /> <br />Rob Scott voiced his support for the project and encouraged Council to <br />contribute funds to the Winter Ice Skating Rink. <br /> <br />Council member Van Pelt confirmed the DBA did not request $10,000. The <br />Finance Committee discussed the matter and decided on a contribution of <br />$10,000 instead of $5,000. She agreed the Council contingency funds are not <br />the appropriate budget line item for this contribution. She stated the City is <br />investing in a program that is a community event. She explained the City is a <br />partner in a large group of contributors for the Winter Ice Skating Rink. <br /> <br />Council member Brown concurred with Council member Van Pelt and supported <br />the contribution. <br /> <br />Council member Levihn voiced his support of the Winter Ice Skating Rink <br />Program. He stated it brings activity to the City, is a family oriented event, and <br />an activity for the youth of the community. <br /> <br />Mayor Sisk supported the contribution and stated it should be reviewed on a <br />year-to-year basis. <br /> <br />Suzanne Smith, 902 Grove Drive, Louisville, CO stated if it is important to the <br />community, it should be made a part of the regular City budget. She voiced her <br />support for youth programs and the downtown businesses and her appreciation <br />to Council for allowing public discussion. <br /> <br />Richard Lopez, 4450 Arapahoe Avenue, Boulder, CO presented a brief history of <br />the Winter Ice Skating Rink Program. <br /> <br />Mayor Sisk thanked Mr. Costello and Ms. Smith for their comments. <br /> <br />MOTION: Council member Brown moved to approve the $10,000 contribution to <br />Downtown Business Association for Winter Ice Skating Rink Operations. Council <br />member Levihn seconded the motion. Roll call vote was taken. The motion <br />carried by a vote of 6-0.
