City Council
Special Meeting Minutes
October 11 , 2005

Environmental Overview
. Data collection of readily available information
. Used as guidance for determining alignment
· Minimal issues in corridor: noise, wildlife, historic properties, open space
· Summary of next steps and key issues for future NEPA process

Tentative Access Control Plan
. Access control Plan established/enforced when highway widened or if
property redevelops
. Future potential signalized intersections
. New:X access (left-in, right-in, right-out only)

Future Roadway Improvements
. Plan for 4 through lanes plus auxiliary turn lanes
. 45 mph design speed limit
. Urban cross section, curb/gutter, sidewalks
. Desirable design fits 110-120 feet right-of-way
. Minimized section can fit 100 feet right-of-way
. Right-of-way drops to 75-80 feet near Spruce/Pine

Alternatives Considered
. Alignment A: Shift west, no Open Space impacts, impacts 8 homes
. Alignment B: Center alignment, attempt to equalize impacts
. Alignment C: Shift east, no home or business impacts - all widening on
Open Space/public property
. Alignment B is recommended

SH 42 Segment - North End (Hecla-Paschal)
. Widening about equally around existing centerline

SH 42 Segment - South side of S. Boulder Road
. 126 Feet of right-of-way need due to extra turn lanes at intersection

SH 42 Segment - Harper to Griffith
. Minimize cross section to fit within 100 feet Right-of-Way

SH 42 Segment - Griffith to ShorVSouth
. Use normal cross section, 120 feet Right-of-Way
. Add sidewalk, buffers and right turn lane (when redeveloped)
. Curved alignment to match south end constraints

SH 42 Segment - ShorVSouth to Pine
. Use minimized cross sections
