Install a pedestrian friendly fence no higher than four (4)feet, which fence shall
be of a single type of materials limited to wood, stone, or iron. The fence shall not
be located in the City's one (1)foot construction easement.
4. Owners shall only install, maintain and use driveways, walkways and other
accesses that connect to the adjoining alley or the existing east-west sidewalk
crossing Main Street, and not to the north-west Community Park entry sidewalk.
5. The Owners shall complete all improvements no later than July 1, 2012.
The City improvements will be paid for by the home owners. There is a marginal change
in the long-term maintenance cost between maintaining the gravel lot and maintaining
the landscape entry.
APPLICANTS PRESENTATION
Wayne Varra, 224 Main Street, Louisville, CO stated he has lived at the location for over
40 years. After the park was completed, the number of vehicles, pedestrians and
bicycles began to impact the homes in the neighborhood, especially the parking. He felt
the street vacation would address the vehicle parking issue by establishing this area as
a gateway to the park. He urged Council to approve the ordinances.
Todd Stevenson, 224 Roosevelt Avenue, Louisville, CO explained he is renovating his
• home this winter and the access to the garage will change. It currently is off the street
in question. He thanked Council for their consideration.
COUNCIL COMMENTS
Mayor Muckle inquired why this method is better than removing landscaping the entire
area. Planning Director Russ explained this method provides for the financing of the
project without compromising the integrity of the park or the need for the gateway.
Mayor Muckle requested public comment and hearing none, closed the public hearing.
ORDINANCE No. 1607, SERIES 2011 —AN ORDINANCE APPROVING THE
VACATION OF A NINE (9') BY FIFTY FOOT (50') PORTION OF MAIN STREET
(SOUTH SECOND STREET) RIGHT-OF-WAY LOCATED ADJACENT TO LOTS 14
AND 15, BLOCK 8 IN THE MURPHY PLACE SUBDIVISION IN THE CITY OF
LOUISVILLE — 2nd Reading —Public Hearing
MOTION: Councilor Keany moved to approve Ordinance No. 1607, Series 2011 on
second and final reading, seconded by Councilor Sackett.
