Louisville City Council Meeting <br />July 5, 2000 <br />Page 21 <br /> <br />Wood noted that the property is in the 100-year flood plain, however the applicant has <br />submitted a letter of map revision (LOMR) request to FEMA. If approved, the property <br />would be taken out of the floodplain. If not approved, the applicant would be required to <br />request approval of a floodplain development permit from the Board of Adjustment. <br />Wood noted that one of the two options will need to be completed in order for a building <br />permit to be issued, and has been noted as a requirement on the PUD plans. <br /> <br />Wood reviewed the lighting proposal. Wall-mounted light fixtures are proposed on the <br />west and east facing building elevations. The west facing fixtures are 50-watt metal <br />halide fixtures. Planning Commission approval requires the wattage be limited to 40- <br />watt incandescent or the equivalent. The applicant has proposed 50-watt metal halide <br />fixtures for the four lights on the street side of the building. Staff is concerned that the <br />proposed fixtures are not consistent with the DDH recommendations regarding lighting. <br />Staff recommends the lighting be changed and the intensity of the fixtures reduced. The <br />wattage of the wall-mounted fixtures on the east side of the building needs to be specified <br />as 100-watt, high-pressure sodium to comply with the Planning Commission's <br />recommendation. <br /> <br />Wood addressed the proposed signage. He noted one wall sign is proposed on the west <br />building elevation. The sign is 20 square feet, the maximum size allowed per the DDH. <br />The letters are illuminated with internal neon. The faces are opaque giving a halo <br />illumination effect. Wood noted that the Planning Commission found the sign <br />acceptable. <br /> <br />Wood stated that the Planning Commission recommendation received unanimous <br />approval with seven conditions. With minor clarifications, all conditions have been met <br />with the revised submittal. Two minor outstanding conditions remain. 1) The east <br />elevation light fixtures shall be limited to 100-watt high-pressure sodium fixtures and the <br />type of lighting on the west elevation be modified to fully comply with the <br />recommendations of the DDH. 2) The applicant provide additional information detailing <br />the type of rooftop mechanical screening on the existing building. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Garrett McCarthy, owner of the Old Louisville'Inn, 740 Front Street, stated that he has <br />been in business for six years and has increased his business five-fold. He stated that he <br />is very active in the community, a member of the Downtown Business Association, the <br />Chamber of Commerce, and the Business Improvement District. He stated that the first <br />renovation six years ago received an award for restoration. The primary reason for the <br />remodel is to meet the ADA requirements for the restrooms.
