Louisville City Council Meeting
August 15, 2000
Page 11.

Davidson stated that he recalled that at an earlier meeting the BID budget was projected
to be close to $85,000.00. He asked Grassi for clarification. Grassi stated that their
projections were based on the figures presented by the County Assessor and she believed
the proposed budget would be closer to $60,000.

Davidson stated that if the criteria for a property to be excluded from the BID is that they
have their own parking, such as the Martial Arts property, then the Blue Parrot's request
for exclusion should be considered. Davidson stated that he would support the BID if
both properties, the Martial Arts Studio and the Blue Parrot are allowed to be excluded
from the district boundaries.

Davidson closed the public hearing.

MOTION: Keany moved that Council approve Ordinance No. 1342, Series 2000,
seconded by Levihn.

Mayer offered a friendly amendment that the two properties, the Martial Arts Studio and
the Blue Parrot be excluded.

City Attorney Light clarified the language of the friendly amendment. He stated that in
Section 2, of the Ordinance, the following language would be added: "Pursuant to C.R.S.
31-25-1074, it is hereby excluded from the district, those properties bearing the addresses
of 612, 624, 636-640 and 1340 Main Street. The City Council finds the exclusion of such
properties will be in the best interest of the district."

City Attorney Light offered another friendly amendment on page one of the ordinance,
paragraph three, the first blank be completed with the number $5,351,010.00., and the
remainder of that sentence stricken from the ordinance. On paragraph four, the first
blank should be completed with 59.52 %, and the second blank completed 52.12%.

Light also suggested that an attachment of Exhibit A, the service area boundaries as
described on page six of the operating plan be further conditioned that the service area
boundaries be modified to make expressed reference exclusion of: 612, 624, 636-640
Main Street (the Blue Parrot Restaurant) and 1340 Main Street (the Martial Arts Studio).

Light suggested a friendly amendment that if the Council desires the ordinance be
declared an emergency ordinance, that language clause should be added as follows:

11
