Louisville City Council Meeting <br />August 15, 2000 <br />Page 17. <br /> <br />Planning Director Paul Wood stated that the property owner is Arlin Lehman, and is <br />represented by Eric Hartronft. The subject property is located at 901/909 Front Street, on <br />the west side of Front Street, between Walnut and South Streets. Wood noted that this is <br />a Final PUD for off-site parking at 834 Front Street. The property has an existing single <br />family residence and associated outbuildings, including a garage off the alley. <br /> <br />Wood stated that the applicant/owner proposes to construct a new two-story commercial <br />building for a mix of commercial office and retail uses. All existing structures and <br />vegetation would be razed with this proposal. Including the basement, the building will <br />total 7,100 square feet. The property is zoned CC, Community Commercial and is within <br />the Old Town commercial district. The property is subject to the design standards and <br />guidelines contained in the Design Handbook for Downtown Louisville. Wood noted <br />that this lot is in a "Core" design area. Other ordinances specific to downtown that apply <br />to the property include, the height ordinance (29-foot maximum), parking ordinance and <br />floor area ratio ordinance. Wood noted that the Planning Commission and Staff have <br />found the proposal to comply with the intent of the Downtown Design Handbook. <br /> <br />Wood reviewed the site plan stating that the building is orientated toward Front Street <br />with parking located in the rear, off the alley. The building will share a courtyard <br />with a recently approved building at 909 Front Street. There is a 20-foot building setback <br />along the rear (alley) property line, which has been met. Wood reviewed that the <br />applicant's proposal of on-site and the off-site parking lot at 834 Front have met the <br />parking requirements of one space per 400 square feet of floor area. The total parking <br />requirement is 18 spaces and on-site parking will provide half and the other half would be <br />met utilizing the 834 Front Street location. <br /> <br />Wood stated that the architectural style and choice of materials are in keeping with the <br />building approved on the adjacent lot and will meet requirements of the Design <br />Handbook. The building has a mansard parapet, which will provide screening for roof- <br />mounted mechanical equipment. The height of the mansard is at the downtown height <br />maximum of 29 feet. A small gable feature that identifies the main entry is slightly <br />higher, at 30.5 feet. The applicant is requesting a minor exception to that standard. <br /> <br />Wood reviewed that the off-site parking has a requirement of a 5-foot landscaped buffer <br />at the edge of the parking lot. Wood noted that 2-feet of that buffer are in the right-of- <br />way. Wood noted that the Planning Commission supported this because it allowed for <br />additional landscaping along the alley. <br /> <br />Wood stated that the Planning Commission approved the application with 13 conditions, <br />all of which have been met.
