City Council <br /> Meeting Minutes <br /> February 21, 2012 <br /> Page 11 of 14 <br /> • were held until CCTV came into compliance with the contract, after which, the City will <br /> keep the PEG funds for Channel 8 upgrades. <br /> CITY COUNCIL 2012 GOALS AND OBJECTIVES <br /> Mayor Muckle requested a staff presentation. <br /> City Manager Fleming outlined the 2012 City Council Goals, Philosophy and focus on <br /> core services/mission/values. <br /> 1. Aging Infrastructure Plan. Prioritize capital projects and develop plans for funding <br /> and executing projects for water, wastewater, streets, facilities, PROST master <br /> plan, golf course master plan, and recreation/senior center. <br /> 2. Open Space Tax. Evaluate expanding uses to include the golf course and <br /> develop information for voter consideration of issue in November 2012. <br /> 3. Trail Connections/Open Space Acquisition/Way Finding. Develop 3-5 year plan <br /> prioritizing action to address these issues. <br /> 4. Commercial Historic Preservation Incentives. Develop and implement program <br /> • including workshops and outreach to proactively raise the visibility of this <br /> program and improve the likelihood that important historic properties will be <br /> preserved. <br /> 5. Board/Commission Collaboration. Identify and implement actions to improve <br /> understanding among Board/Commission members of what other boards do. <br /> 6. Snow Removal Policy Update. Evaluate options for improving service and, if <br /> necessary, recommend changes and/or increasing resources devoted to snow <br /> removal. <br /> 7. Economic Development/Stabilize Sales Tax. Evaluate all options and take those <br /> steps most likely to facilitate new operations in Sam's Club, Safeway, and other <br /> properties and to contribute to the economic health of the City. <br /> 8. Gateway/Pedestrian Access to Downtown from Highway 42. Complete next <br /> steps necessary to achieve inviting and safe connection between Downtown and <br /> the Sports Complex across Hwy 42 (reflecting what happens with FasTracks and <br /> other regional transportation developments and funding). <br /> 9. Finish the Comp Plan Update. Using extensive public outreach, ensure the Comp <br /> Plan reflects the community vision and provides the framework to achieve that <br /> vision. <br /> • <br />
