City Council
Special Meeting Minutes
February 28, 2012
•
Mayor Muckle suggested the question on Bus Rapid Transit (BRT) be removed.
He felt any RTD questions should be quite clear. Councilor Jasiak agreed.
Councilor Loo stated any changes to the questionnaire need to be direct and
very specific. Ms. Urban noted these questions are very complex and geared
toward giving the respondents enough information to answer the questions, but
they do not attempt to overeducate the respondents.
Councilor Sackett noted tomorrow night the Council will meet with RTD for an
update on FasTracks. He requested a question, which asks the residents what
they want in terms of transportation.
Councilor Dalton suggested a question asking the residents if they would vote for
a FasTracks ballot question, if Louisville is not included in their proposal.
Councilor Jasiak agreed, but did not want the question to be too broad.
Councilor Sackett stated his desire to keep the City's options open to be part of
the state-of-the art transportation system.
PUBLIC COMMENT
• Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO addressed the RTD
questions and felt they should be removed from the survey because it would not
be possible to get enough information out to the public. He noted RTD will not
change their plans based on Louisville's survey. He suggested asking questions
on items the Council could actually act on this year.
Steve Costello, 902 Grove Street, Louisville, CO addressed the survey and noted
the public could always contact the City if they had questions. He addressed the
question relative to the open space tax and stated if it is the City's intention to
include the golf course in the extension of the tax, that question should be asked.
He supported paying off the Library bonds early and not having a question on the
survey relative to using the tax for library operations.
Jean Morgan, 1131 Spruce Street, Louisville, CO stated she felt the question
relative to retail/businesses (areas of age or which become vacant) is biased and
should be removed. She suggested requesting input from City Boards and
Commissions for the survey questions. Public Relation Manager Muth explained
City Boards and Commission did have input on the questions for the survey.
Councilor Loo stated their input was used.
Suzanne Smith, 902 Grove Street, Louisville, CO stated there may be some
confusion on the service questions. She noted there are so many departments it
• would be difficult to tie back to the resident interaction with a certain employee.
She asked what the Council is looking for. City Manager Fleming explained that
