Louisville City Council Meeting
September 19, 2000
Page 14.

Spare addressed future plans and stated that, within 30 days, they intend to conduct
another neighborhood meeting that would address traffic issues, open space, drainage,
the size and architectural design of the homes. He stated that he had heard there might be
a petition requesting the property be obtained for open space. He stated that 15% of the
land would be open space and that this proposal has open space on two sides. He noted
that the open space would link the west side of the parcel to the bike paths. He stated that
a number of neighbors have stated that they want neighbors rather than open space. He
did not think it would be a good use of taxpayer dollars for open space. He noted the
main issue is that Mrs. Fischer wants to live on the property.

JoBelle Fischer, 701 West Spruce Street, Louisville, CO asked that the proposal to be
kept separate from the open space issue. She reiterated Sparn's comments that she was
not aware of the ownership of the parcel of land in question. She stated that it was agreed
upon when Bridgefield was first platted, and it was simply an oversight or it would have
been included in the petition.

PUBLIC COMMENTS

Fred Banta, 370 West Spruce Lane, Louisville, CO stated that he lives across the street
from JoBelle Fischer. He reiterated that the letter of support came from the community
itself. He stated the letter was circulated to all those who had attended the two
neighborhood meetings. He addressed the open space issue and stated that he attended an
Open Space Advisory Board meeting and was told of a letter addressing the issue of the
Fischer property being considered as open space. He stated that it was his impression
that the Opens Space Advisory Board did not feel the recommendation held a high
priority with regard to open space. He noted that there are only two entries into the
neighborhood and therefore, unsuitable for open space. He felt that it was unfair to raise
the open space issue at this time. He stated that this project has strong support from the
community.

Jim Tienken, 404 W. Spruce Lane, Louisville, CO stated that he supports the proposal
and that it is consistent with the neighboring homes. He noted that the petition circulated
throughout the neighborhood has indicated support of the proposal. He urged Council to
approve the annexation and zoning.

Faun Ellwood-Digel, 275 W. Walnut Street, Louisville, CO, stated that many people have
requested the City to consider the parcel for a neighborhood park that would benefit far
more people in the Louisville community. She asked that Council deny the annexation
and presented a petition with 101 signatures requesting the City obtain the property for
open space. She noted that at a neighborhood meeting, the architect specifically stated
that the price of the homes would be approximately $800,000. She stated that the

14
