Jay asked if this is something that the board is interested in pursuing, the city staff would draw <br />up a resolution. <br />Heather said that your next meeting is in April. At their study session, City Council would like <br />to hear from LHA and recognize if you want to pursue this. They cannot make decisions at the <br />Study Session. The City Council and the City Staff need to figure out exactly what the value is, <br />how we are going to implement this, to help us make that financial decision whether or not we <br />want to move forward with this. Even a recommendation from the board for City Council to <br />pursue this, can be a motion. <br />Jay said that this is a public meeting. The public is welcome to be here. They are not. Nothing <br />is under the table. It's on the agenda, we can discuss it. In order for this to go forward there <br />would need to be an intergovernmental agreement, or an MOU, spelling out the expectations, <br />what the understanding is, that there will a specific number of units in Louisville, and that we <br />want additional senior units. Any additional development would be earmarked for the future of <br />Louisville and that there would be a preference for Louisville workers, immediate family. <br />Frank said those are all good discussion items. We want to position the future for success. He <br />suggests we move the meeting up 2 weeks so there is time for us to meet and talk. At some point, <br />someone makes the actual decision. Either council becomes the authority board and assumes <br />those duties, or council really blesses the actual plan and the LHA signs off on it. <br />Steve suggested a temporary task force that meets for 12 months to make sure the transition and <br />implementation includes the people of Louisville. He suggested a public outreach or public <br />discussion process; gathering information and having communication for an ultimate decision <br />that could be made later. <br />Heather said the whole thing is that people realize that the main goal is to provide Boulder <br />county residents that need it wonderful housing. It's the grouping of providing the best we can <br />with the resources that we have. It's a PR piece to get people to realize it's for the betterment of <br />the people that we serve. <br />Walt is concerned that the residents of Louisville need to be very much informed so that they can <br />come in and have an open meeting to understand. They need to know that their rights and <br />services are being protected. The most important thing is the future for the Louisville residents <br />and those who want to come in and use these facilities <br />Frank agrees that the messaging is really important. We have a 37 year history that we are <br />talking about continuing and making better. Louisville has been in partnership with BCHA since <br />1975. We have had common goals for the past 40 years. <br />Bonnie said that in terms of political recourse, Boulder County Commissioners are also our <br />commissioners. The staff and the city will be available for complaints and issues, just as they are <br />for anyone else in the city. <br />6 <br />
