Planning Commission <br />Meeting Minutes <br />January 12, 2012 <br />Page 5 of 10 <br />Lipton stated he would still like to have an off-street trail. He also prefers Options #1. <br />He asked if the Commission should be more concerned with access to South Boulder <br />Road and downtown. <br />Pritchard reminded the Commissioners this application is a preliminary review. He <br />appreciates that the applicant had identified these concerns but these are items to be <br />discussed in detail at final and not during preliminary review. He stated his support <br />for Option #2. <br />Lipton stated the Commission has a responsibilityto give clear direction to staff and <br />applicant during preliminary in anticipation of their final submittal. <br />O’Connell stated her agreement with Pritchard. She also stated Option #2 meets the <br />needs for the roadway design. <br />Lipton moved and Brauneis seconded a motion to approve Resolution No. 29, Series <br />2011 with the following wording changes tothe conditions. <br />1)The applicant shall resolve the Public Words Department concerns on <br />alternative design considerations for intersection turning radii prior to the <br />Final Plat and PUD submittal. <br />2)The applicant shall finalize the public land dedication prior to Final Plat and <br />PUD submittal. <br />3)The applicant shall resolve any remaining issues regarding ditch <br />easements and design and obtain final acceptance of the easement prior <br />to final submittal. <br />andthe addition ofcondition #4: Planning Commissionprefers Option #1 for the trail <br />connection. <br />Tengler moved and Pritchard seconded a substitute motion with the same three <br />original conditions andcondition #4 stating Planning Commission recommends <br />Option #2. <br />Roll Call Vote: <br />Name Vote <br />Jeff LiptonNo <br />Chris PritchardYes <br />Ann O’ConnellYes <br />Cary TenglersYes <br />Jeff MolineNo <br />Steve BrauneisNo <br />Scott Russell Yes <br />Motion passed:4 to 3 <br />Lipton requested staff include a comment in the City Council Communication to result <br />of the vote and the discussion by Planning Commission regarding the street layout <br />options. <br />Lipton announced a five (5) minute recess. <br />Note: 7:55 PM Lipton called the meeting to order. <br /> <br />
