Louisville City Council Meeting <br />November 21, 2000 <br />Page 6. <br /> <br />Davidson asked about planned response time for a service call. Farley stated that they are <br />under the National Cable Television Association Standards, and the standard response <br />time would be within a hour, seven days for installation, and if the whole system goes <br />down, 24 hours. Davidson asked if AT&T planned to install high-speed cable. Farley <br />stated that it is planned but does not have a deadline. She explained that it is a time <br />consuming and lengthy process that requires switching the network and adding <br />equipment. <br /> <br />MOTION: Keany moved that Council approve Ordinance No. 1351, Series 2000, <br />seconded by Mayer. <br /> <br />Davidson voiced his concern about AT&T's technical ability to provide service to <br />Louisville. <br /> <br />Mayer stated that although he shared the Mayor's concerns, the City Council would be <br />entering into negotiations for a new franchise within two years. He noted that AT&T <br />should have the ability to meet Comcast standards. <br /> <br />Brown stated that there should be sufficient enforcement mechanisms through the <br />franchise agreement. He asked City Attorney Light if there were any recourse should <br />service levels decline. <br /> <br />City Attorney Light stated that there are customer service standards attached to the <br />franchise specific to Louisville. He stated that although he is not involved with those <br />standards on a day-to-day basis, the cable provider is required to meet certain response <br />times, certain guarantees to the consumer, and is subject to penalties if those levels of <br />performances are not met. <br /> <br />VOTE: Roll call vote was taken. The motion passed by a vote of 4-1. Davidson voted <br />no.
