City Council <br /> Meeting Minutes <br /> May 15, 2012 <br /> Page 5 of 11 <br /> Steve Kovalski, 2593 Franklin Avenue, Louisville, CO noted the zoning for the property <br /> is Community Commercial (CC) and not high density. He stated the Planning <br /> Commission overwhelmingly denied the request and members of the public signed a <br /> petition against this proposal. He requested the Council deny this project until the <br /> zoning is corrected. <br /> Sid Vinall, 544 Leader Circle, Louisville, CO stated the major objections to this project <br /> are density, height, traffic congestion, and parking issues. He stated the Planning <br /> Commission considered the city and state laws and the desires of the neighborhood. <br /> He noted the SRU allows the zoning to change from commercial to residential mixed- <br /> use and asked what would stop the developer from building more apartments on the <br /> balance of the shopping center property. He felt it sets a bad precedent. <br /> Bill Staton, 2396 McKinley Avenue, Louisville, CO stated he attended all the meetings <br /> conducted by the developers and the Planning Commission. He felt adding any more <br /> high density units to the area will be detrimental to the neighborhood. He stated if this <br /> proposal is approved, the balance of the shopping center will fail during the construction <br /> process. He asked Council to honor the desires of the residents who live near the <br /> development area and deny the proposal. <br /> Gary Baxley, 319 W. Hawthorn Court, Louisville, CO voiced his opposition of the <br /> development because of the impact it would have on the City. He noted retail is very <br /> limited in any community. He felt the site is suited for a grocery or fumiture store. He <br /> felt the term mixed-use in this proposal is marginal, as only 5% would be retail. <br /> Valerie Hackman, 2282 Crown Circle, Louisville, CO opposed the development. She <br /> felt the developer has not kept the residents informed. She asked the City to bring in <br /> small or medium businesses to the area. She requested the Council tum down the <br /> project. <br /> Mary Nickerson, 2376 Senator Court, Louisville, CO stated the staff has informed the <br /> residents that the Safeway complex is no longer viable for commercial development. <br /> She felt the economy will change and more retail businesses will come forward. She <br /> noted the City has enough apartment buildings and the intersections surrounding the <br /> Safeway site cannot take any more traffic. She requested Council deny this proposal. <br /> Joel Hayes, 187 Harper, Louisville, CO stated he works near the Safeway property and <br /> opposed the Loftus proposal. He stated commercial businesses pay more in taxes than <br /> they consume in services. Residential units consume more services and pay less in <br /> taxes. He stated by allowing this proposal, other businesses will sell out for high density <br /> projects. He requested the Council turn down the proposal. <br /> Mary Kay Knorr, 1209 LaFarge, Louisville, CO requested the Safeway area remain a <br /> commercial zone to allow the residents to shop in Louisville, otherwise residents will <br /> have to do their shopping in other communities.
