COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: MARCH 13, 2012 <br />SUBJECT: UPDATE /DISCUSSION — HISTORIC PRESERVATION COMMISSION (HPC) <br />ORIGINATING DEPARTMENT: PLANNING AND BUILDING SAFETY DEPARTMENT <br />ON BEHALF OF THE HPC <br />INTRODUCTION: <br />The Historic Preservation Commission (HPC) is a seven member quasi - judicial board that <br />hears and decides requests for demolition on structures 50 years or older. The Commission <br />also advises the City Council on landmark requests, Historic Preservation Fund (HPF) grant <br />requests, and certificates of appropriateness for modifications to landmarked structures. <br />BOARD MEMBERS: <br />The current board members are: Peter Stewart, Chair; Jessica Fasick, Vice - chair; Mike Koertje, <br />Heather Lewis, Steve Poppitz, Florian Speier, and Aquiles La Grave. All of the positions on the <br />Historic Preservation Commission are currently full. <br />2011/12 SUMMARY: <br />The HPC recommended approval of four (4) residential landmark requests in 2011 and one (1) <br />conservation easement for the commercial facade of the Rex. The HPC also completed a <br />structural assessment on the Grain Elevator and is completing a historic survey of the Jefferson <br />Place Subdivision. The HPC conducted a Public Outreach Workshop in May to raise <br />awareness of historic preservation and incentives available from the City. The HPC worked <br />with staff and City Council to update the residential incentives and create new commercial <br />incentives for the preservation of historic structures. Finally, the HPC initiated a <br />reconnaissance level survey of old town as the foundation of a possible future Preservation <br />Plan. <br />LANDMARK REQUESTS <br />The HPC conducted five landmark hearings, with the following properties recommended to <br />Council for approval: <br />• 817 Main Street — Rex Theater (Conservation Easement) <br />• 700 Lincoln Avenue <br />• 1021 Jefferson Avenue <br />• 1117 Jefferson Avenue — Retaining Wall <br />• 1145 Main Street <br />IE SUBJECT <br />UDPATE /DISCUSSION — HISTORIC AGENDA ITEM <br />PRESERVATION COMMISSION (HPC) <br />111 <br />4 <br />
