PAGE TWO <br />SUBJECT: UPDATE /DISCUSSION — HISTORIC PRESERVATION COMMISSION (HPC) <br />DATE: MARCH 13, 2012 <br />The HPC recommended approval of six preservation grants. In addition to the automatic <br />"signing bonuses ", the grant requests included: <br />• 817 Main Street - $62,573 <br />• 1131 Jefferson Avenue - $7,584 <br />• 501 South Street - $2,209 <br />• 816 McKinley Avenue - $4,920 <br />• 1117 Jefferson Avenue - $17,666 <br />• 557 Jefferson Avenue - $3,077 <br />Note: All of the above grants included a 20% contingency to be used for discovery items <br />and only if first approved by staff. 817 Main Street used the contingency. <br />There was a total of $98,029 of grant money released in 2011. <br />DEMOLITION: <br />The HPC, City Staff, and City Council are continuing a discussion regarding the refinement of <br />the demolition process (Section 15.36.200 of the Louisville Municipal Code (LMC)). The key <br />issues being discussed include: <br />• Changing the permit process from one that has timelines governed by the International <br />Building Code (IBC) to an application process that has timelines specified by the <br />Louisville Municipal Code (LMC); <br />• Establishing criteria the applicant is required to meet as a part of the demolition <br />application; <br />• Outlining the time frame to which the approval of demolition application is valid; <br />• Eligibility of previously expired demolition permits; and <br />• Clarifying the definition of a "wall" to specifically include "windows and doors" in the <br />definition. <br />DEMOLITION REVIEW: <br />The HPC conducted subcommittee review of eight demolition requests. Public hearings were <br />conducted for four properties. Stays were placed on two properties <br />Rod and Gun Club <br />The HPC worked with the owners to determine how the building might be retained and reused <br />on site. However, because the owners did not have any development plans and the current <br />state of the building was a liability, they did not want to reuse the building. A six month stay <br />was placed on the property. <br />500 Pine Street <br />The applicants submitted a demolition permit to start the clock ticking, even though they didn't <br />have solid plans to demolish the structure. They received design assistance from the HPC to <br />determine what options they might have for additions if they were to keep the structure. A six <br />month stay was placed on the property. <br />
