Planning Commission <br />Meeting Minutes <br />March 8, 2012 <br />Page 3 of 16 <br /> <br />Russ stated staff had previously concluded the project, as originally proposed, met <br />the five (5) criteria of a Special Review Use (SRU) and the site design requirements <br />of the Planned Unit Development (PUD) requirements. He also stated the proposed <br />changes will not substantially change the Preliminary Plat and will lessen external <br />impacts of shadows, traffic and parking ratios, along with building mass and scale. <br />Staff also does not support the elimination of the 5,000 SF or commercial <br />development. Staff believes the commercial portion of the site contributes to the <br />quality of the place and improves the fiscal performance of the site. <br />Russ stated staff recommends approval of the preliminary plat, preliminary planned <br />unit development (PUD), and special review use (SRU) to permit the construction of <br />five (5) buildings, three (3) of which will contain a total of 180 apartment units and <br />structured parking, and two (2) of which will contain 10,000 square feet of retail <br />development, on tract one of the Louisville North, Filing 7 subdivision located at 707 <br />E South Boulder Road with the following conditions: <br />The applicant modify the Preliminary Plat and PUD to be consistent with the <br />1) <br />revised Sheet A0.1 submitted to the City February 28, 2012 and specifically <br />include: <br /> <br />a. The reduction of the northern and eastern facades of Building A from four <br />stories to three stories; and <br />b. The reduction of the eastern facade of Building B from four stories to three <br />stories; and <br />c. The reduction of the northern facade and southeastern corner of Building C <br />from three stories to two stories. <br />d. Provide a minimum 252 parking spaces internal to the parking structure. <br />2) The applicant revises the traffic and fiscal analysis to be consistent with the <br />preliminary PUD modification of the site density as part of the Final Plat, PUD <br />and SRU submittal package. <br />Commission Questions of Staff during Staff Presentation: <br />No questions were heard. <br />Applicant Presentation: <br />Michael Mulhern, representing Loftus Development, provided more details regarding <br />the proposed changes to the development. He stated the changes are an attempt to <br />address the issues presented during public comment during the previous public <br />hearings. <br />Mulhern’s points of discussion are summarized below: <br />Unit count reduced from 195 units to 180 units. <br /> <br /> <br />th <br />Building A – all six 4 floor, north facing units, are eliminated thereby locating <br /> <br /> <br />a 3 story wing directly across from the 2 ½ story Village Townhomes. Also 2 <br />units have been eliminated at the southeast corner of the building setting any <br />th <br />4 floor apartments more than 140’ off Centennial Drive. <br />rd <br />Building B - the 3 floor step backs were created at the east and west end of <br /> <br /> <br />the building to reduce the mass at corners and bring more light into the east- <br />west drive as well as the south facing units of Building “A”. <br />Building C – the corner at South Boulder Road and Centennial Drive, as well <br /> <br /> <br />as the northern end of the building, steps down to 2 stories to make a better <br /> <br />
