Planning Commission <br />Meeting Minutes <br />April 12, 2012 <br />Page 3 of 9 <br /> <br />Staff recommends approval of the PUD amendment as it meets the requirements of <br />the LMC Section 17.28 and the variance requested is warranted under Section <br />17.28.110. <br />Robinson also stated staff requests approval with one condition: The mounting and <br />testing of the generator atop of the tower shall be limited to eight (8) times, or no <br />more than 150 days per year. <br />Commission Questions of Staff: <br />Brauneis asked why the reasoning behind the eight (8) time per year. <br />Robinson discussed the 150 days of use and its relations to the number of times per <br />year. <br />Applicant Presentation: <br />Chris Corby, 1812 Boxelder, provided the following information: <br />A brief overview of the company. They develop and build proto type wind <br /> <br /> <br />generators. <br />The wheel / turbine is similar to a bicycle wheel in appearance. <br /> <br /> <br />Testing is done both inside and outside. <br /> <br /> <br />The tower allows them to demonstrate the assembly of the unit in the field. <br /> <br /> <br />The time needed to develop and build a generator allows them work with <br /> <br /> <br />approximately four customers per year and each customer requires about 2 <br />tests per year. <br />The tower is needed to demonstrate the installation; the turbine is then taken <br /> <br /> <br />down and shipped to the customer. <br />Commission Questions of Applicant: <br />Moline inquired about the noise level during testing. <br />Corboy stated they are very quiet, not like any other generator. <br />Brauneis asked if there would be any benefit to increase the number of days. <br />Corboy stated he could see no benefit because of the size of the facility and the <br />company’s ability to provide service to their customers. <br />Tengler asked what determines the length of time that a generator is up. <br />Corboy stated the type of demonstration needed and how soon it can be <br />disassembled and shipped. <br />Public Comment: <br />None heard. <br />Summary Comments and Request from Staff and Applicant: <br />None heard. <br />Closed Public Hearing – Planning Commission Discussion: <br />O’Connell, Pritchard, Tengler, Russell, Moline, Brauneis and Lipton all stated their <br />support of the project. <br />Lipton stated the condition should be kept as discussed by staff and if the applicant <br />needs additional time they can amend the PUD at a later date. <br /> <br />
