City Council
Meeting Minutes
July 3, 2012
This year's Street Resurfacing Project includes asphalt patching, installation of mastic
crack sealant (for cracks larger than 1"), full depth pavement and sub-grade
reconstruction on portions of Eldorado Lane, St. Andrews Lane and Augusta Drive,
installation of an asphalt leveler course and application of 112,000 square yards of chip
seal surfacing. The project includes local streets resurfacing within Continental View
Estates, Mesa Point, Cornerstone, Dutch Creek and Coal Creek Ranch Filing 4
Subdivisions. Construction activities on the project are scheduled to commence on July
16 with substantial completion in late August.
Residents will be notified when their neighborhood is involved. Notice and progress will
be available on the City's website.
Staff evaluated funds for the project and determined the Street Reconstruction Fund
expenses exceed the budget. City Engineer Duffin requested the project overage of
approximately $28,000 ($962,924.95 - $935,000) be available from the Capital Project
Fund Balance. He requested "encumbered/remaining" funds within the Street
Reconstruction account be made available for use on the project (estimated at less than
$40,000).
Mayor Pro Tem Dalton asked about the chipseal. City Engineer Duffin responded there
is a hot chipseal but these streets will have a leveler course and then be chipsealed with
a small chip.
PUBLIC COMMENT
Mayor Muckle called for public comment and hearing none, called for Council comment.
COUNCIL COMMENT
Councilor Jasiak asked if the City worked with Brannan before. City Engineer Duffin
said yes, and added the Public Works Department will work closely with them to get a
good product.
City Manager Fleming said he felt it appropriate to handle funding the overage as Public
Works staff suggested.
Council member Loo moved City Council award the bid to Brannan Sand and Gravel for
2012 Street Resurfacing Project, seconded by Mayor Pro Tem Dalton. Roll Call Vote
was taken. The motion carried by a vote 6-0.
