the County Clerk in programming the audio component of the electromechanical voting <br /> equipment for the election(s). <br /> 4.5 The Jurisdiction shall make any modifications to the ballot layout or audio <br /> recording(s) requested by the County Clerk. If no modifications are requested, or after final <br /> modifications have been made to the ballot layout, the Jurisdiction shall review,proofread, and <br /> approve the layout, format, and text of the 'final draft form' of the Jurisdiction 's official ballot <br /> and/or TABOR Notice input within 24 hours of being provided the copy to be proofed. <br /> 4.6 Tabor Notice. Provide to the County Clerk all required TABOR Notices <br /> concerning ballot issues in the manner required by Article X, Section 20 of the Colorado State <br /> Constitution. The submission will include the ballot title, text, and fiscal history or any other <br /> required wording for the Notice and shall be provided by September 24, 2012. The early <br /> submission will expedite the typesetting of the variable data of the Notice which will allow the <br /> Jurisdiction sufficient time to proof read its portion of the Notice and will allow the printer to <br /> make a better judgment on the time it will take to print, address, and mail the Notices. <br /> 4.7 Testing. The Jurisdiction must provide 2 people to participate in Logic and <br /> Accuracy Tests, which will be scheduled during the first week of October and may take place <br /> over a number of days. <br /> 4.8 Cancellation of Election by the Jurisdiction. In the event that the Jurisdiction <br /> resolves not to hold the election or to withdraw a ballot issue, notice of such resolution shall be <br /> provided to the County Clerk immediately. Initial notice to the County Clerk may be informal, <br /> however, proof of formal action by the Jurisdiction's governing body canceling the election or <br /> withdrawing a ballot issue(s) shall be provided to the Clerk as soon as possible. The Jurisdiction <br /> shall promptly pay the County Clerk the full actual costs of the of the County Clerk relating to <br /> the Jurisdiction's election, both before and after the County Clerk's receipt of such notice. The <br /> Jurisdiction shall provide notice by publication of such cancellation or withdrawal of ballot or <br /> questions. The County Clerk shall post notice of the cancellation or withdrawal of ballot issues <br /> or questions in the office of the County Clerk and the Election Officer shall post notice of the <br /> cancellation at all buildings of the Jurisdiction. The Jurisdiction shall not cancel the election <br /> after the 25th day prior to the Election. C.R.S. §1-5-208. <br /> 4.9 The Jurisdiction may designate one (1) person to represent the Jurisdiction to <br /> observe the work of the Canvass Board. The name of the representative may be submitted to the <br /> Contact Officer on or before October 22, 2012, the fifteenth day prior to the Election. <br /> 4.10 Following certification by the County Clerk of the Jurisdiction's final results, the <br /> Jurisdiction shall issue a certified statement of results by the statutory deadline, December 7, <br /> 2012. <br /> 4.11 Payment. Pay the full, actual costs for the County Clerk's services directly related <br /> to conducting the Jurisdiction's Election, which shall include but is not limited to the costs of <br /> labor, printing,postage, and materials itemized, identified, and consumed. <br /> 5.
