Open Space Advisory Board
Minutes
June 13, 2012
There is discussion regarding a proposed new underpass under HWY 36 in Louisville
that would connect MarshallRoad to Davidson Mesa or Damyanovich.Superior has no
funds availableto participate in such a program. Louisville is interested in this project.
th
Lafayette is working on an underpass near North 120and South Boulder Road onthe
Coal Creek Trail. They are also working on a trail connection that will allow Coal Creek
and Rock Creek to connect. Lafayette is also working on trail extensions into Erie.
Question from Tom –Will an Indian Peaks 17 trail be connecting into the Steele Ranch
trail system? Jeff thinks there is a trailslated for the south side of Indian Peaks 17. No
recent discussions. Both groups would be in favor of this connection.
Erin – connecting Teller Farm to Echternacht property is on the wish list for Lafayette.
th
Tom –Louisvillehas wished for trail along 104Streetto Carolyn Holmberg property but
understands that crossing Dillon Road is a concern.
Mike – suggesteddeveloping a matrix for connectivity and trail priorities. Tom - There is
a Boulder Regional Trails Commission. Louisvillestaff has been talking with Boulder
County Parks & Open Space as well as Boulder County Transportation regarding
regional trail connections and potential projects. Ember explained that several years
ago staff also ran a Trails Open House to solicit citizen input on the Louisville trail
system.
X. Discussion: Funding, Tax Renewal Efforts
Tom asked Lafayette what their funding strategy is?
Lafayette’sapproach – The POST tax is a permanent 0.25% tax for Parks, Open
Space, and Trails acquisition and maintenance. Legacy is a 0.25% tax that will
currently expire in 2014 is solely for open space purchases and maintenance. They are
each expected to generate about $770,000 in revenue this year. Their tax is up for
renewal but not a lot of deliberateefforts yet and the ballot language still being drafted.
If folks want to advocate, must start a PAC. Have a small face book presence, plan on
letters to the editor and education efforts.
Discussion of Louisville language and efforts. The Conservation Trust Land Acquisition
Fund is a 0.375 % tax used for Open Space and Parks acquisition and maintenance.
This tax expires in January 2014. Estimated annual revenue is 1.5 Million. This issue
will be on the November ballot.
