<br />City Council <br />Meeting Minutes <br />November 15, 2005 <br />Page 5 of 9 <br /> <br />MOTION: Council member Muckle moved to continue Ordinance No. 1480, <br />Series 2005 to December 6, 2005, seconded by Council member Clabots. All in <br />favor. Mayor Sisk and Council member Sackett returned to the meeting. <br /> <br />RESOLUTION No. 50, SERIES 2005 - A RESOLUTION ESTABLISHING <br />WATER & SEWER RATES AND CHARGES <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Finance Director Leslie explained Resolution No. 50, if authorized, will establish <br />water rates for the year 2006. As discussed briefly during the budget process, <br />Staff is proposing a 3% increase in the minimum billing rate per cycle for <br />residential accounts of $0.27 which brings the minimum billing for each <br />residential account to $9.32. An increase of 3% in the incremental charges per <br />thousand gallons at the higher consumption tiers is also included. Corresponding <br />increases are proposed for the non-residential rates as well. This adjustment in <br />rates will increase revenues for water user fees approximately $134,000 in 2006. <br />This adjustment in the rates is to cover increases in operating expenses of 3% <br />due to salary and benefit cost increases and operating supply increases due to <br />inflation directly related to increases in natural gas and electric. Other <br />municipalities in surrounding areas report increases in water charges as follows: <br /> <br />. Castle Rock - 4.33% <br />. Golden - 7.50% <br />· Aurora - 12% <br />· Lafayette - 9% <br />· Thornton - 0% <br />. Broomfield - 4.5% <br />. Northglenn - 0% <br />. Boulder - 3% <br />. Brighton - 3% <br />. Superior - 0% <br /> <br />Mayor Sisk requested public comment. There were no comments. <br /> <br />COUNCIL COMMENT <br /> <br />Mayor Pro Tem Brown asked if the trend for water conservation has continued. <br />Public Works Director Phare explained in 2004, 75% of the historic previous year <br />was captured. In 2005 there was a 10-15% increase therefore the City is in the <br />85-95% range of the pre-drought experience. He noted 2004 was a very wet <br />year, and 2005 was drier. <br />
