<br />City Council <br />Meeting Minutes <br />November 15, 2005 <br />Page 6 of 9 <br /> <br />Mayor Pro Tem Brown requested a history of the City's rate changes. Finance <br />Director Leslie reported the last increase was 2.5%. City Manager Simmons <br />explained the City's practice is to keep up with Capital Improvement Projects. <br /> <br />Council member Muckle asked what assumptions were used to calculate the <br />water tap fee revenue projections. Finance Director Leslie stated the <br />assumptions were based on 34 new residential units being built in 2006. The <br />estimates in future years were also based on growth. <br /> <br />Public Works Director Phare explained a single-family water tap is approximately <br />$20,000. Water resources track development to insure the City has adequate <br />water resources for new homes. When revenues go up and down, so do some <br />of the expenses. <br /> <br />Council member Muckle asked if the assumption was that most of the tap fees <br />would be for residential units opposed to commercial. Directors Phare and Leslie <br />confirmed the assumption was for residential tap fees. <br /> <br />Council member Yarnell suggested the wording in line 1 of the resolution, be <br />changed to delete the word sold. There was Council consensus. <br /> <br />Mayor Sisk commented when the City's water rates are compared with other <br />communities, Louisville's rates are lower. He explained the tap fees were <br />calculated on the limited number of residential units proposed for 2006. <br /> <br />Staff will review their analysis for long range water tap fee revenue projections <br />and report to Council. <br /> <br />Mayor Sisk requested public comment. There were no comments. <br /> <br />City Attorney Light asked that the motion on Resolution No. 50, Series 2005 <br />include the complete set of schedules for all residential, commercial and irrigation <br />accounts. <br /> <br />MOTION: Council member Yarnell moved for approval of Resolution No. 50, <br />Series 2005, with the deletion of the word "sold" in 1, and to include the complete <br />set of schedules for all residential, commercial and irrigation accounts. The <br />motion was seconded by Council member Clabots.
