<br />City Council <br />Meeting Minutes <br />December 6, 2005 <br />Page 11 of 16 <br /> <br />Mayor Pro Tem Brown commended Mr. Koelbel and Mr. Sheets for bringing their <br />proposal forward. <br /> <br />MOTION: Mayor Pro Tem Brown moved for Council approval of Resolution No. <br />53, Series 2005, with the attached list of allowable uses, and an added condition <br />that a refueling station would require a Special Review Use. Council member <br />Marsella seconded the motion. <br /> <br />Council member Sackett asked for a City Manager recommendation. City <br />Manager Simmons stated the Staff recommends approval with the noted <br />conditions, and amendments. <br /> <br />Mayor Sisk requested public comment. There were no comments. <br /> <br />Mayor Sisk offered a friendly amendment that drive-thru food establishments be <br />deleted. Mayor Pro Tem Brown and Council member Marsella accepted the <br />motion. <br /> <br />There was considerable discussion relative to the Special Review Use <br />applications for refueling stations, the prohibition of drive-thru fast food <br />establishments, and auto service related businesses. <br /> <br />Mayor Pro Tem Brown withdrew his motion. <br /> <br />MOTION: Mayor Sisk moved to continue Resolution No. 53, Series 2005 to <br />December 20,2005, seconded by Council member Brown. <br /> <br />VOTE: The motion passed by a vote of 5-2. Council member Muckle and <br />Marsella voted no. <br /> <br />APPROVAL OF LOUISVILLE'S FINANCIAL PARTICIPATION <br />IN THE DEVELOPMENT OF A BOULDER/BROOMFIELD TRANSIT <br />SERVICES ENHANCEMENT PLAN (BOULDER COUNTY CONSORTIUM OF <br />CITIES) <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />City Manager Simmons reported on the October 5 Consortium of Cities meeting. <br />Members authorized Boulder County transportation staff and the Regional <br />Transit Technical Committee, in consultation with the Regional Transit <br />Committee (RTC) to proceed with a request for qualifications and with a tentative <br />selection of a consultant team for the development of a Boulder County <br />Broomfield Transit Services Enhancement Plan. At the December 7 meeting, the <br />Consortium of Cities will review the RTC's recommended selection of a <br />consultant and act on authorization to proceed with a consultant and <br />
