<br />City Council <br />Meeting Minutes <br />December 6,2005 <br />Page 12 of 16 <br /> <br />development of the Transit Services Enhancement Plan. Consortium of Cities <br />members have been asked to obtain approval in concept of this process from <br />their respective boards or councils to confirm their jurisdiction's willingness to <br />participate financially in the development of the Transit Services Enhancement <br />Plan. The City of Louisville is requested to contribute $4,000 to this effort. <br /> <br />Council member Marsella did not support the plan and stated it would not benefit <br />the residents of the City of Louisville. She favored the study, but not the plan. <br /> <br />Council member Clabots concurred with Council member Marsella's statements. <br />He noted a lot of funding would go to Weld County and not to the City. He also <br />favored the study, but not the plan. <br /> <br />Mayor Pro Tem Brown agreed more transit services should be offered to the City <br />of Louisville. He noted the County is using tax dollars to fund this project and <br />therefore, the City is paying double. <br /> <br />Council member Sackett suggested the City take a long-range view of the plan. <br />He favored participating in the plan. <br /> <br />Council member Muckle concurred with Council member Sackett's comments, <br />and also favored being involved in the plan. He explained it is a proposed <br />regional study and noted the 96L Route would potentially benefit the City. <br /> <br />Mayor Sisk favored being involved in the plan. He explained Louisville is a <br />regional player and he supported the $4,000 expenditure. <br /> <br />Council member Clabots clarified the 96L Route is funded through grants. <br /> <br />Mayor Sisk request public comment. There were no comments. <br /> <br />MOTION: Council member Muckle moved for Council approval of the Financial <br />Participation in the Development of a Boulder/Broomfield Transit Service <br />Enhancement Plan, seconded by Council member Yarnell. Roll call vote was <br />taken. The motion carried by a vote of 5-2. Council member Marsella and Mayor <br />Pro Tem Brown voted no. <br /> <br />REPORT ON ETHICS TRAINING <br /> <br />City Manager Simmons reported on the Ethics Training for members of the City <br />Council. The City Manager and City Attorney consulted with Special Prosecutor <br />Ralph Josephsohn relative to his recommendation. After careful consideration of <br />the recommendation and reviewing referrals, they have decided to negotiate with <br />Scott Krob to facilitate the training session. The training will be scheduled some <br />time in January of 2006. <br />
