<br />City Council <br />Meeting Minutes <br />December 6, 2005 <br />Page 13 of 16 <br /> <br />City Attorney Light reported contact was made with the University of Colorado, <br />and professional consultants in the municipal and state government. Mr. Karl was <br />chosen because he is an expert in municipal ethics and has done training <br />sessions for elected officials. He is a municipal attorney and his billing rate is <br />$175.00 per hour. The City will provide Mr. Krob a copy of the City's Ethics <br />Code. <br /> <br />Mayor Sisk reported reading resumes of prospective facilitators and explained <br />they were interested in finding someone that has no ties with the City. <br /> <br />MOTION: Mayor Sisk moved that Council proceed with the engagement letter to <br />Mr. Karl, seconded by Mayor Pro Tem Brown. All in favor. <br /> <br />UPDATE - LIBRARY PROJECT <br /> <br />Deputy City Manager Boyd reported on the progress on the new municipal <br />library. The building has been enclosed by tarps and heaters have been installed <br />for concrete and masonry work. Work is progressing as scheduled with no <br />unusual circumstances at this time. Requests for Proposals have been <br />published for the furniture purchase and data cabling design and installation, and <br />bids will be received and awarded as part of the library project budget prior to the <br />end of the year. <br /> <br />Council member Muckle addressed the email received from a local business <br />owner relative to the City's responsibility to sweep and clean the area. He <br />requested the contractor be made aware of the issue. Deputy City Manager <br />Boyd confirmed that the contractors are aware of the issue and have been <br />diligently cleaning the area of construction dust. <br /> <br />Deputy City Manager Boyd reported on the Skateboard Park project and a <br />meeting with consultants for the bonding company, the contractor and the City. <br />The Contractor, ECI, will present a proposal to the City to correct the issue. <br /> <br />Council member Muckle stated he has had several local youths express their <br />concerns relative to the park. He asked if the youth of the community would <br />have an opportunity to voice their concerns. Deputy City Manager Boyd stated <br />the Land Management Staff has worked very closely with the local youths and <br />the skateboard community. <br /> <br />Council member Marsella confirmed her youth constituents have stated their <br />concerns have been addressed. Council member Brown stated many adult <br />skateboarders have expressed their concerns to the Land Management Staff. <br /> <br />REGULAR BUSINESS ITEMS SUSPENDED <br />
