Louisville City Council Meeting
February 20, 2001
Page 4

Davidson called for Staff presentation.

Finance Director Dianne Ray reviewed that the planning for future debt reduction began
in 1997, with a designation of $100,000 toward the 1993 Sales Tax Revenue Bonds. In
the development of the Capital Improvements Program, an additional $100,000 was
added each year. This 2001 designation brings the Designation for Prepayment of Debt
to $500,000. The debt has a call date of 2003, when the designated balance will be
applied to the outstanding principal. The resolution designates only the 2001 amounts,
with future designations approved on an annual basis.

MOTION: Sisk moved that Council approve Resolution No. 11, Series 2001, seconded
by Keany.

Brown asked Ray if this is dedicated solely for debt reduction. Ray stated that it was
strictly dedicated for debt reduction and cannot be used for any other purpose.

Howard confirmed that it is a long-standing Council policy to retire debt early.

VOTE: Roll call vote was taken. The motion passed by a vote of 7-0.

ORDINANCE NO. 1344, SERIES 2000- AN ORDINANCE APPROVING AN
ANNEXATION, KNOWN AS THE FISCHER ANNEXATION, TO THE CITY OF
LOUISVILLE, COLORADO - 2nd reading - public hearing - continued from
November 8, 2000 (advertised Daily Camera 9/10/00)

Davidson called for City Attorney introduction.

City Attorney Light read Ordinance No. 1345, Series 2000. Light noted that Agenda
Items C., D. and E. involve the Fischer annexation, zoning and annexation agreement.
He stated that the public hearing can be opened and public comment taken all at once.

Sisk recused himself from the proceedings stating that his firm represented a subsidiary
of the Fischer Partnership.

Davidson excused Councilman Sisk from the proceedings.

Davidson opened the public hearing and called for Staff presentation.

City Planner Paul Wood summarized the Fischer Annexation, the zoning and the
annexation agreement. Wood reviewed that at the November 8, 2000 regular meeting,
Council continued the zoning and annexation ordinances to February 20, 2001 and
directed Staff to establish a 500' public notice, and conduct a neighborhood workshop to
discuss and seek consensus on site planning issues for the subject property. In addition,

4
