Louisville City Council Meeting <br />March 20, 2001 <br />Page 12 <br /> <br />City Attorney Light reviewed that at the February 20, 2001 meeting, Council passed the <br />Annexation Ordinance subject to a condition that there be a signed annexation agreement <br />or that the applicant submit a withdrawal of their petition. He noted that since Council <br />has approved the annexation agreement, an additional section can be added to this <br />ordinance which repeals the condition in the annexation ordinance requiring the <br />annexation agreement. He also noted that there are proposed second reading <br />amendments to the ordinance. He stated that the most critical is the change in zoning <br />classification from SF-LD to SF-E. <br /> <br />MOTION: Mayer moved that Council approve Ordinance No. 1345, Series 2000, as <br />proposed on second reading, seconded by Keany. <br /> <br />City Attorney Light suggested a friendly amendment adding Section 3. to the ordinance, <br />which would read as follows: "Section 3 of Ordinance No. 1344, Series 2000 is hereby <br />repealed." <br /> <br />Mayer and Keany accepted the amendment. <br /> <br />VOTE: Roll call was taken. The motion passed by a vote of 5-0. Sisk recused. <br /> <br />APPROVAL OF HIGHWAY 42/96TM STREET CONNECTION <br /> <br />Sisk called for Staff presentation. <br /> <br />City Administrator Bill Simmons reported on the recommendation for the routing of <br />Highway 42/96th StreetConnection. He stated that there was a public meeting on March <br />1, 2001, hosted by the City. The proposals were reviewed in detail and many alternatives <br />were discussed. He noted that the Highway 42/96th Street Connection is a result of the <br />Northwest Parkway Agreement. He stated that, under the terms of the agreement, the <br />City will receive 12 million dollars to construct the Highway 42/96th Street Connection. <br /> <br />Public Works Director Tom Phare reviewed that the Public Works Department and <br />transportation consultant, Carter Burgess, have been working on an alternatives analysis <br />for connecting 96th Street to Highway 42 for over a year. The analysis has examined <br />factors such as environmental impact, neighborhood impact, transportation needs, and <br />project costs. Phare noted that a representative from Carter Burgess will present a <br />summary of their findings as contained in the 96th Street Alternative Analysis Report. <br /> <br />Phare noted that from the workshop held earlier this month, there are still many opinions <br />and issues to be considered. He stated that all the alternatives provide flexibility. He <br />stated that Staff is requesting Council approval of a select alternative so the project can <br />be pursued in a timely manner.
