Louisville City Council Meeting <br />March 20, 2001 <br />Page 13 <br /> <br />enable Staff to further resolve environmental permitting, right-of-way acquisition, <br />procurement of design and construction services, coordination with CDOT for existing <br />roadway realignments, and related matters. Phare stated that Staff is requesting <br />Council's endorsement of Alternative B, as identified in the 96th Street <br />Connection Alternative Analysis Report and Alternative A as a backup, with <br />authorization for Staff to undertake necessary actions to implement the alternative. <br /> <br />Phare stated that a significant part of the Alternative Analysis examined what should be <br />done in the southeast area of Louisville to provide connectivity to the proposed roadway. <br />He noted that Staff is attempting to coordinate construction of the roadway through the <br />Northwest Parkway Authority. <br /> <br />Phare introduced the project manager, David Woolfall, who would make the presentation. <br /> <br />David Woolfall, Carter Burgess, 216 16th Street Mall, Suite 1700, Denver, CO, made a <br />power point presentation to Council that outlined the feasibility study. He reviewed the <br />background of the project noting that the City began contemplating construction of a <br />downtown bypass roadway in the mid-1980s and conducted several routing and cost <br />studies regarding 96th Street in the early and mid 1990s. Woolfall reviewed the project <br />components and stated that the study was broken into three zones. <br /> <br />Zone 1 - Between about Cherry Street on the south and Pine Street on the north. <br />Alternatives for providing arterial bypass for.96th Street, include re-alignment of SH42 <br />and possible closure of Lock Street railroad crossing. <br /> <br />Zone 2 - Area includes a potential Bella Vista extension and local roadways such as Rex <br />Street and Parkview Street. The goal is to mitigate traffic impact on residential roadways <br />south of downtown Louisville. <br /> <br />Zone 3 - Proposed 96th Street widening south of Cherry Street to where 96th Street would <br />curve southeast in Broomfield and connect with the Northwest Parkway. Options for <br />phasing of widening, where widening would physically occur in relation to existing <br />roadway, and improvements to the Dillon Road intersection. <br /> <br />Lisa Thompson, Carter Burgess, Environmental Planning Department, 216 16th Street <br />Mall, Suite 1700, Denver, CO presented the environmental overview of the study. She <br />noted that there are wetlands throughout the proposed corridor. She stated that there <br />were no endangered species of animals or plants found on the properties. <br /> <br />The findings of the report were as follows: <br /> <br />13 <br /> <br /> <br />
