Louisville City Council Meeting <br />March 20, 2001 <br />Page 14 <br /> <br />1. Mapping of wetlands in the Coal Creek corridor was completed to a high level of <br /> accuracy. <br />2. Threatened and endangered species surveys completed in summer of 2000, <br /> included trapping to find Prebles Meadow Jumping Mouse - none found. <br />3. Ute Ladies' Tresses Orchid and Colorado Butterfly plant clearance completed in <br /> summer of 2000. <br />4. Overview level cultural resources survey completed. <br /> <br />Woolfall reviewed the traffic forecasts and noted that 11,000 vehicles a day approach <br />Louisville from the south on 96th Street and noted that in 1995 the number was 6,000 <br />vehicles a day. He reported traffic forecast were updated based on the latest DRCOG <br />2020 regional sketch model in the summer of 2000. The forecasts are as follows: <br /> <br />1. For the no-build, about 20,000 vehicles per day on County Road, about double of <br /> the existing volume. <br />2. For any build alternative, about 35,000 vehicles per day on 96th, reasonable for a <br /> 4-lane arterial. <br /> <br />Woolfall reviewed the three zone altematives: <br /> <br />Zone 1 Alternatives: <br /> <br />Alt. A. <br />Alt. B <br />Alt. E <br />Alt. F <br />Alt. G <br /> <br />96th over railroad on top of bluff, no adjustment of railroad. <br />96th over railroad on top of bluff, lower RR to mitigate visual impacts. <br />96th under railroad/alongside Innkeeper property, RR over creek and 96th. <br />96th swings east to avoid City owned land impacts 2+ homes in Boulder County. <br />96th under railroad and through Innkeeper Property to avoid City-owned land. <br /> <br />Woolfall reviewed the cost estimates for the Zone 1 area, which range from a low of $16 <br />million for Alternatives A & B to $18 - $20 million for Alternatives E and G. <br /> <br />Zone 2 <br /> 1. <br /> 2. <br /> <br />Alternatives: <br />The potential extension of Bella Vista Drive east to connect to County Road. <br />Whether to keep a connection of County Road to the new 96th Street bypass, <br />allowing traffic a "back door" access to downtown Louisville other than Pine <br />Street. <br /> <br />Zone 3. Altematives: <br /> 1. If construction is phased, initial improvements should be prioritized to focus on <br /> the Dillon Road intersection (about $1 million) and shoulder on 96th ($0.6 <br /> million). <br /> 2. Construction of the full 4 lanes in the Zone 3 area would cost about $6 million. <br /> <br />Woolfall reviewed the recommendations for each zone. <br /> <br />14 <br /> <br /> <br />
