Recommended Alternative is B, with Alternative A as a back-up, should <br />difficulties arise with the lowering of the BNSF railroad grade. <br /> <br />Zone 2. Recommends that the City pursue extension of Bella Vista Drive between <br />Roosevelt Street and County Road. It also recommends that County Road remain in <br />place and connect to the south with the new 96th Street bypass. <br /> <br />Zone 3. Should ultimately be completed as a four-lane arterial on the 96th Street <br />alignment, including early and phased improvements of the intersection at Dillon Road <br />and 96th Street, such as right turn lanes at the intersections and shoulders on 96th Street. <br /> <br />Woolfall reviewed the next steps, which consists of negotiations with the railroad, <br />securing funding for construction through the Northwest Parkway Authority, <br />environmental permitting and documentation, CDOT documentation, including CatEx, <br />Access Permits, Property negotiations and acquisitions. <br /> <br />PUBLIC COMMENT <br /> <br />Tom Rafferty, 945 Rex Street, Louisville, CO, stated that he concurred with one <br />neighbors' suggestion to take the bypass further to the east to enhance the use of the open <br />space land. He referred to a phrase in the report that refers to "moving traffic," and <br />voiced his opinion that Murphy Hill/County Road is a viable roadway. He estimated that <br />80% of traffic would go on the bypass and 20% on to County Road. <br /> <br />Garrett Mundelein, 555 County Road, Louisville, CO, stated that he supports Alternate B. <br />He voiced his concem about private property impacts and property values dropping. He <br />asked that the proposal contain that whichever alternative is chosen, some arrangement is <br />made to allow the property owners to rezone to regain their property values. He voiced <br />another concern with respect to the impact on the open space. He asked that the open <br />space trail remain open and usable. He felt that Alternative B has the least impact on <br />open space and wildlife. Mundelein stated that this is not a local residential traffic <br />problem but a regional traffic problem. <br /> <br />Tina Ray, 417 County Road, Louisville, CO concurred with the comments voiced by <br />Garrett Mundelein. She stated she supports Alternative B and is in favor of closing <br />County Road. <br /> <br />Barb Hesson, 411 County Road, Louisville, CO voiced her concern about closing County <br />Road. <br /> <br />15 <br /> <br /> <br />
