Historic Preservation Commission <br />Meeting Minutes <br />September 17, 2012 <br />Page 2 of 9 <br />Watson asked if he needed to recuse himself because he lived in the area. <br />Robinson stated this was a pre-filing conference and no action is required, therefore recusal is <br />not required. <br />Stewart stated he believed there is architectural integrity of this structure which could make it <br />eligible for landmarking. He said this structure would not lend itself to a historic district due to <br />the fact that all of the surrounding houses being relatively new. <br />Lewis stated this structure was the only old structure in the area and this structure has a lot of <br />integrity. The structure appears to have the original windowsand layout. <br />Eileen Colby, owner, stated the structure has had about 4 or 5 additions. She added the entire <br />structure is sinking. <br />Lewis stated, in general, the more the structure is original the more likely the subcommittee <br />may call it up for a formal review. <br />Colby gave a detailed description of the additions which have happened over time. <br />Lewis gave a breakdown of what a subcommittee is and then explained what design <br />assistance is. <br />Robinson then gave a detailed breakdown of how long a demolition review can take. <br />Stewart added even though the property is outside of the Old Town Overlay District and not <br />eligible for local funds, it could be eligible for State tax credits. <br />Public Hearing – LandmarkRequest – 1036 Walnut Street <br />Robinson presented the staff’s report for the grant request. He stated the social history <br />was not considered strong,nor did the structure appear to have architectural <br />significance unique to the Louisville area even though the form appears to not have <br />changed since 1948. Most of the historic materials have been removed. He concluded <br />staff is not recommending approval of this landmark request. <br />Fasick asked if the house was located within the area of influence. <br />Robinson answered in the affirmative. <br />Steve Poppitz, owner, disclosed his previous HPC involvement, and then presented <br />some background facts of the house. He gave additional social history of the house, <br />giving insight on the previous owners not included in the background history. He stated <br />this house is the quintessential miners shack and gave an update of all of the <br />improvements. He added the interior of the house is in very good shape. <br />Poppitz recommended creating a walking tour based on Edith Guenzi’s walk from her <br />house to the St. Louis Parrish. <br />
